Orqanization. <br /> The commissions each shall elect a chairperBon from its <br /> membership annually, and shall establish rules of procedure <br /> which shall include the following: <br /> (a) A quorum shall consist of a majority of the membership. <br /> (b) The chairpcrlJon shall be entitled to vote upon any <br /> question. <br /> (c) Minutes shall be kept of the proceedings of the <br /> commission and shall be a public record. <br /> (d) All meetings shall be open to the public. <br /> These changes substitute the more modern term "chair" for <br /> "chairperson". <br /> 11. Amend Sections 8.05 and 8.11 as follows: <br /> Sec. 8.05. Budqet a public record. <br /> The budget and all supporting schedules shall be filed with <br /> the peraon pcrformiß~ the dutielJ of city secretary, submitted <br /> to the city council and shall be a public record. The city <br /> manager shall provide copies for distribution to all <br /> interested persons. <br /> Sec. 8.11. Effective date of budget: certification: copies <br /> made available. . <br /> Upon final adoption, the budget shall be in effect for the <br /> fiscal year. A copy of the budget, as finally adopted, shall <br /> be filed with the perIJ on performing the dutielJ of city <br /> secretary and such other officials as may be designated by <br /> law. The final budget shall be printed, mimeographed or <br /> otherwise reproduced and copies shall be made available for <br /> the use of all offices, departments and agencies and for the <br /> use of interested persons and civic organizations. <br /> These changes delete unnecessary verbiage. <br /> 12.
