Referendum petition papers <br /> shall contain a sufficient description of the ordinance sought <br /> to be referred to identify it, or if the ordinance has been <br /> passed by the council, the full text of the ordinance sought <br /> to be referred shall be included in such papers. The <br /> signatures to the initiative or referendum petitions need not <br /> be all appended to one paper, but each signer shall sign his <br /> or her name in ink or indelible pencil, together with a <br /> notation showing residence address and voter registration <br /> number. These <br /> changes would replace inconsistent language in the Charter with a <br /> reference to state law. <br /> 9. Delete Sections 6.07. 6.08. 6.09 and 6.10. <br /> <br /> The deletion of these sections, dealing with the recall of <br /> council members, is suggested on the following bases: <br /> a. The terms of the council members, two years for the mayor <br /> and three years for the remaining council members, are <br /> brief enough to allow voters to pass judgment on council <br /> members in regular elections against opponents rather <br /> than in special, potentially expensive, recall elections. <br /> b. The Council itself has limited authority to remove its <br /> members from office for certain causes, such as failure <br /> to attend meetings. <br /> 10. Amend Section 7.04 as follows: <br />
