<br /> -6- <br /> 7. Amend Sec. 6.01 and Sec. 6.02 as follows: <br /> Sec. 6.01. Power of initiative. <br /> The people of the city reserve the power of direct <br /> legislation by initiative, and in the exercise of such power <br /> may propose any ordinance or repeal any ordinance not in <br /> conflict with this Charter, the state Constitution, or the <br /> state laws. Any initiated ordinance may be submitted to the <br /> council by a petition signed by qualified veterD ef the city <br /> equal in number to at least ten (10) per cent of the qualified <br /> voters gltl~@ voting in the laat regular city election or two <br /> hundred""""fTt€y (250), whichever is the greater. <br /> Sec. 6.02. Power of referendum. <br /> The people reserve the power to approve or reject at the <br /> polls any legislation enacted by the council which is subject <br /> to the initiative process under this Charter. Pr ior to or <br /> within thirty (30) days after the effective date of any <br /> ordinance which is subject to referendum, a petition §$Inl~ by <br /> qualified vetere of the city equal in number to at lEiàåt....ten <br /> (10) per cent of the qualified voters ÞII¡¡afinl yy.otinfJ in the <br /> laet regular city election or two huñdred fifty (250) <br /> whichever is the greater, may be filed with the city secretary <br /> requesting that any such ordinance be either repealed or <br /> submitted to the vote of the people. When such a petition has <br /> been certified as sufficient by the city secretary the <br /> ordinance specified in the petition shall not go into effect, <br /> or further action thereunder shall be suspended if it shall <br /> have gone into effect, until and unless it is approved by the <br /> voters as herein provided. Notwithstanding the foregoing, no <br /> zoning district boundary ordinance shall be subj ect to the <br /> referendum process. <br /> The important initiative and referendum powers should be invoked by <br /> petitions bearing a relatively constant number of minimum <br /> signatures. Tying this minimum number to voter turnout in a <br /> particular election can allow wide fluctuations in this number <br /> depending on voter participation in an election in which the <br /> initiative or referendum issue was not even before the voters. <br /> The sections as rewritten will allow more consistency in the use of <br /> these important powers. <br /> 8.
