Sec. 12.12. Charter review commission. (b) The city council may take action to amend the charter in the manner provided by Chapter 13 of Title 28 of the Revised ci ~Jil statutes of TexaD, 1925, aD now or hereafter amended, Dpecifically Article 1170, Vernonia Annotated TcxaD statuteD !Iil~::::::::~:~i. The added general references to State law replace specific references which are outdated. 18. Amend the introductory paraqraDh of Section 12.12 to increase the size of the Charter Review Commission from five to seven members. This is recommended in order to increase the representation and diversity of the group which periodically reviews the Charter. Sec. 12.12. Charter review commission. The city council shall appoint at its first regular meeting in July of each odd-numbered year, a charter review commission of ~ 111M. citizens of the City of San Marcos. other discussion areas The Charter Review Commission devoted substantial discussion to two other topics, but makes no recommendations for changes to the Charter. 1. The first of these was the possible institution of a single- member district system of electing all or part of the city council. In connection with this discussion, the Commission reviewed comparative federal census data on the ethnic composition of the city's population from 1970,1980 and 1990. In addition, the Commission reviewed the ethnicity of city council members between 1970 and 1991, and the ethnicity of city council candidates between 1980 and 1991. Copies of this information are attached. They reflect relative constance in the City's ethnic composition, and a fairly consistent history of candidacy and election to the city council of ethnic minorities.
