Amend the introductory paraqraDh of Section 12.12 to increase <br /> the size of the Charter Review Commission from five to seven <br /> members. This is recommended in order to increase the <br /> representation and diversity of the group which periodically <br /> reviews the Charter. <br /> Sec. 12.12. Charter review commission. <br /> The city council shall appoint at its first regular meeting <br /> in July of each odd-numbered year, a charter review commission <br /> of ~ 111M. citizens of the City of San Marcos. <br /> other discussion areas <br /> The Charter Review Commission devoted substantial discussion to two <br /> other topics, but makes no recommendations for changes to the <br /> Charter. <br /> 1. The first of these was the possible institution of a single- <br /> member district system of electing all or part of the city <br /> council. In connection with this discussion, the Commission <br /> reviewed comparative federal census data on the ethnic <br /> composition of the city's population from 1970,1980 and 1990. <br /> In addition, the Commission reviewed the ethnicity of city <br /> council members between 1970 and 1991, and the ethnicity of <br /> city council candidates between 1980 and 1991. Copies of this <br /> information are attached. They reflect relative constance in <br /> the City's ethnic composition, and a fairly consistent history <br /> of candidacy and election to the city council of ethnic <br /> minorities. <br />
