<br /> -12- <br /> The Commission also was given a presentation of the history <br /> and theories behind various forms of council election systems <br /> by Dr. Dan Farlow of the Political science Department at <br /> Southwest Texas state University. <br /> The Commission concluded that the current at-large place <br /> system of electing council members has been effective in <br /> producing diverse representation of the community, including <br /> ethnic minorities and women, and that no changes to the <br /> current system would therefore be recommended. <br /> 2. The second of these two topics involved the possible <br /> consolidation of the Planning and Zoning Commissions into one <br /> commission. The Charter Review commission received reports <br /> from interim Director of Planning and Development Services Dan <br /> O'Leary, the new Director Ron Patterson, and the Planning and <br /> Development Services Department staff on this issue.
