The city council by resolution or ordinance shall <br /> provide for a means of determining what expenses are <br /> reimbursable and what requirements must be met for <br /> reimbursement. <br />The addition of per-meeting salaries and health benefits is viewed <br />as fair compensation to the council members for the time and effort <br />in preparing for and attending city council meetings. It is also <br />intended to make service on the council more attractive to <br />potential candidates, and to encourage attendance at meetings. <br />It is important to note that council members who are employed by <br />other governmental entities will be required to waive compensation <br />and benefits from the City to avoid state constitutional <br />prohibitions against dual office-holding. <br />3. Amend Section 3.11 as follows: <br /> Sec. 3.11. Procedure for passaqe of ordinances. <br /> <br /> j:t¡:i:l: The council shall legislate by ordinance, and the <br /> eniiidting clause of every ordinance shall be: "Be it ordained <br /> by the City Council of the City of San Marcos." <br /> Rt1¡:: The city attorney shall approve miiI:::IftBitfil#.¥::IIal: all <br /> ordInances adopted by the council, or shafY:::ïTrê"":'w'r€K"':€fiê':" ci ty <br /> secretary written legal objections thereto.
