City Council Meeting Minutes December 1, 2015 <br />For: 7 - Mayor Guerrero, Mayor Pro -Tern Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />NON-CONSENT AGE DA <br />8. Consider approval of Resolution 2015 -172R, approving a second amendment to the <br />interlocal agreement with the Lone Star Rail District to allow the City to make <br />withdrawals from the Tax Increment fund to pay for City projects within the zone; <br />extending the term of the agreement by an additional two years; extending the dates <br />for participation by other entities and for meeting the measure for determining project <br />viability; authorizing the City Manager to execute the amendment on behalf of the City; <br />and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council <br />Member Hughson, to approve Resolution 2015 -172R. The motion carried by <br />the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />9. Discuss and consider approval of Resolution 2015 -173R, adopting a Policy Regarding <br />Use of the City of San Marcos Economic Development Supplemental Fund; and <br />declaring an effective date. <br />A motion was made by Council Member Gregson, seconded by Mayor <br />Pro -Tem Thomaides, to postpone Resolution 2015 -173R. A Council <br />Subcommittee of Council Members Hughson, Gregson and Thomaides was <br />created to provide a recommendation to the Council in January. The motion <br />carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />10. Discuss and consider the ratification of Miguel Arredondo as the SMCISD Board <br />Trustee Representative on the San Marcos Commission on Children and Youth, and <br />provide direction to Staff. <br />A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Mayor <br />Guerrero, to postpone until the annual appointment are made in February. <br />The motion carried by the following vote: <br />City of San Marcos Page 4 <br />
