City Council Meeting Minutes December 1, 2015 <br />carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />4. Consider approval of Resolution 2015 -170R, approving an amendment to the Service <br />Contract for Water Treatment Facilities Operations and Asset Management between <br />the City and the Guadalupe - Blanco River Authority to extend the contract for an <br />additional five year term and modifying the contract items regarding fluoridation of the <br />municipal drinking water. <br />5. Consider approval of Resolution 2015 -171 R, approving a lease with Martin Marietta <br />Materials Southwest, Inc., leasing the City's right to withdraw 165 acre feet of water <br />from the Edwards Aquifer during the lease term beginning on December 1, 2015 and <br />ending on December 31, 2015 in exchange for the total payment to the City of <br />$78,705 consisting of a lease payment of $64,845 and reimbursement of Edwards <br />Aquifer Management Fees in the amount of $13,860; and declaring an effective date. <br />6. Consider approval of Change Order #2 in the amount of $144,497.13 for the Willow <br />Springs Creek Channel and 24" Wastewater Improvements. <br />DUBLIC HEARINGS - 6:00 PM <br />7. 6:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2015 -53, amending Chapter 66, Titled Solid Waste, of the <br />City Code by adding new section 66.002 to create a Clean Community Fee to be <br />collected from residents and commercial businesses in the City to enhance the <br />beautification and cleanliness of the City; including procedural provisions; and <br />establishing an effective date; and consider approval of Ordinance 2015 -53, on the <br />first of two readings. <br />Heather Hurlbert, Director of Finance, provided a brief presentation. <br />Mayor Guerrero opened the Public Hearing at 6:19 p.m. <br />There being no comments Mayor Guerrero closed the Public Hearing at 6:19 <br />p.m. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council <br />Member Gregson,to approve Ordinance 2015 -53, on the first of two readings. <br />Staff will bring back a work plan that utilizes the funds, a list of what <br />improvements /enhancements will be made in the parks and the children's <br />playscape, and bring back the multifamily solid waste fee at a future meeting. <br />The motion carried by the following vote: <br />City of San Marcos Page 3 <br />
