City Council Meeting Minutes December 1, 2015 <br />thankful for the Staff that cleaned up the park for Sights and Sounds, and he <br />thanked the Council for everything they do. <br />CONSENT AGENDA <br />A motion was made by Council Member Hughson, seconded by Deputy Mayor <br />Pro Tern Prewitt, to approve the consent agenda consisting of items #1 -6, with <br />the exception of item #3 which was considered separately. <br />The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro-Tem Thomaides, Deputy Mayor Pro Tern Prewitt, <br />Council Member Hughson, Council Member Derrick and Council Member <br />Gregson <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />1. Consider approval of the following minutes: <br />November 12, 2015 - Election Canvass Meeting Minutes <br />November 13, 2015 - Workshop Meeting Minutes <br />November 17, 2015 - Regular Meeting Minutes <br />2. Consider approval of Ordinance 2015 -52, on the second of two readings, creating a <br />designated permit area under Section 82.189 of the San Marcos City Code that allows <br />parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through <br />Friday on both sides of the 600 block of Blanco Street; amending the traffic register to <br />reflect such designated permit area; and providing for an effective date. <br />3. Consider approval of Resolution 2015 -169R, adopting guiding principles for the 2016 <br />City of San Marcos Federal Policy Program activities, and declaring an effective date <br />Main Motion: A motion was made by Deputy Mayor Pro Tem Prewitt, <br />seconded by Mayor Pro -Tem Thomaides to approve Resolution 2015 -1691. <br />Motion to Amend: A motion was made by Council Member Gregson, seconded <br />by Mayor Pro -Tem Thomaides, to amend Resolution 2015 -169R by adding the <br />following language as the last sentence under the first bullet point: <br />Additionally, in case of properties that experience repeated flooding to pursue <br />alternatives that provide permanent solutions for both families and property <br />owners, to include but not be limited to the acquisition or trades for said <br />property(ies). The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Main Motion: to approve Resolution 2015 -1698 as amended.
