Ms. Stovall stated that the utensils and other <br /> valuables in the house belong to the Heritage Association, not <br /> the City, and they simply maintained and protected the house <br /> out of pride for the community and its historical background. <br /> Ms. Stovall stated the use of the Cock House did not have to go <br /> through the Heritage Association, unless there was to be food <br /> on the premises. Mayor Morris stated some people may resent <br /> having to go through the Heritage Association for the use of <br /> the Cock House. However, the community owed a great deal of <br /> gratitude toward the Heritage Association for all the time and <br /> money they have put into the Cock House. Mr. Carbajal <br /> suggested other people should be able to bring food into the <br /> Cock House and he felt the use of the facility would increase <br /> tremendously. He also stated scheduling should go through <br /> Parks and Recreation just as the other City owned buildings. <br /> Mr. Carbajal stated the Heritage Association should have first <br /> choice for the year, but after that, the citizens of San Marcos <br /> should be able to use it. Mayor Morris suggested to Ms. <br /> Stovall that the prices be specified by a price list. Also, <br /> Mayor Morris suggested a couple more contact people should be <br /> made available. Mr. Cobb stated they have several names from <br /> the Heritage Association; however, getting the information to <br /> the public on the channels for using the Cock House was the <br /> biggest problem. The Parks and Recreation Advisory Board <br /> agreed that because of the uniqueness of the facility it should <br /> remain in the hands of the Heritage Association. Mayor Morris <br /> stated the City was contracting with the Heritage Association <br /> to manage the Charles S. Cock House and one of their policies <br /> was that they provided the food. The Council voted unanimously <br /> for approval of the Resolution. <br /> Mayor Morris introduced for consideration approval of minutes <br /> of the Regular Meeting held May 4, 1992, approval of one <br /> ordinance on second reading, adoption of eight resolutions and <br /> approval to grant the petition of Al Lowman for the annexation <br /> of 51.62 acres out of the Edward Burleson Survey No. 18, A-63, <br /> Hays County, Texas, located at the southeast corner of IH 35 <br /> and Centerpoint Road by consensus. Mayor Morris pulled <br /> 5.C.(2), 5.C.(4), and 5.D. to be considered separately. <br /> Ms. Kissler moved to approve the minutes of May 4, 1992, to <br /> approve the ordinance on second reading, and to adopt the <br /> remaining six resolutions by consensus and Mr. Guerra seconded <br /> the motion, which passed unanimously. The captions of the <br /> ordinances and resolutions read as follows: <br /> Approval of Ordinance on second reading: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ABANDONING AND VACATING A 15 FOOT BY 315 <br /> FOOT ALLEY, AND BEING THAT ALLEY WHICH ABUTS LOTS 236-241 <br /> AND 262-267, BLOCK 40 OF THE WESTOVER ADDITION TO THE CITY <br /> OF SAN MARCOS, HAYS COUNTY, TEXAS; AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE A SPECIAL WARRANTY DEED; REFLECTING <br /> RECEIPT OF THE FAIR MARKET VALUE AND DECLARING AN <br /> EFFECTIVE DATE. <br /> Adoption of Resolutions: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF <br /> AMENDMENT NUMBER 1 TO AN AGREEMENT BETWEEN THE CITY OF SAN <br /> MARCOS AND HIDELL ARCHITECTS; AUTHORIZING THE CITY MANAGER <br /> TO EXECUTE AMENDMENT NUMBER 1 ON BEHALF OF THE CITY; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS APPROVING THE SALE OF PROPERTY ON THE <br /> NORTHEAST SIDE OF THE 500 BLOCK OF PATTON STREET; <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL WARRANTY <br /> DEED; AND DECLARING AN EFFECTIVE DATE. <br />
