Ms. Stovall stated that the utensils and other valuables in the house belong to the Heritage Association, not the City, and they simply maintained and protected the house out of pride for the community and its historical background. Ms. Stovall stated the use of the Cock House did not have to go through the Heritage Association, unless there was to be food on the premises. Mayor Morris stated some people may resent having to go through the Heritage Association for the use of the Cock House. However, the community owed a great deal of gratitude toward the Heritage Association for all the time and money they have put into the Cock House. Mr. Carbajal suggested other people should be able to bring food into the Cock House and he felt the use of the facility would increase tremendously. He also stated scheduling should go through Parks and Recreation just as the other City owned buildings. Mr. Carbajal stated the Heritage Association should have first choice for the year, but after that, the citizens of San Marcos should be able to use it. Mayor Morris suggested to Ms. Stovall that the prices be specified by a price list. Also, Mayor Morris suggested a couple more contact people should be made available. Mr. Cobb stated they have several names from the Heritage Association; however, getting the information to the public on the channels for using the Cock House was the biggest problem. The Parks and Recreation Advisory Board agreed that because of the uniqueness of the facility it should remain in the hands of the Heritage Association. Mayor Morris stated the City was contracting with the Heritage Association to manage the Charles S. Cock House and one of their policies was that they provided the food. The Council voted unanimously for approval of the Resolution. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held May 4, 1992, approval of one ordinance on second reading, adoption of eight resolutions and approval to grant the petition of Al Lowman for the annexation of 51.62 acres out of the Edward Burleson Survey No. 18, A-63, Hays County, Texas, located at the southeast corner of IH 35 and Centerpoint Road by consensus. Mayor Morris pulled 5.C.(2), 5.C.(4), and 5.D. to be considered separately. Ms. Kissler moved to approve the minutes of May 4, 1992, to approve the ordinance on second reading, and to adopt the remaining six resolutions by consensus and Mr. Guerra seconded the motion, which passed unanimously. The captions of the ordinances and resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING AND VACATING A 15 FOOT BY 315 FOOT ALLEY, AND BEING THAT ALLEY WHICH ABUTS LOTS 236-241 AND 262-267, BLOCK 40 OF THE WESTOVER ADDITION TO THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS; AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL WARRANTY DEED; REFLECTING RECEIPT OF THE FAIR MARKET VALUE AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NUMBER 1 TO AN AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND HIDELL ARCHITECTS; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NUMBER 1 ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE SALE OF PROPERTY ON THE NORTHEAST SIDE OF THE 500 BLOCK OF PATTON STREET; AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL WARRANTY DEED; AND DECLARING AN EFFECTIVE DATE.
