On roll call for approval of the Ordinance on second reading, the Council voted for unanimous approval. Mayor Morris introduced for consideration Item 8.B.(2) removed from the consensus agenda, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR CONSTRUCTION OF AN AIRPLANE SHELTER AT THE MUNICIPAL AIRPORT; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration Item 8.C. removed from the consensus agenda, adoption of the Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING APPENDIX A - GENERAL ZONING ORDINANCE OF THE CODE OF ORDINANCES OF THE CITY BY AMENDING SECTION 26(B) REGARDING THE ADDITION OF FRATERNITY AND SORORITY BUILDINGS AS A SPEICFIC USE IN THE PUBLIC AND INSTITUTIONAL DISTRICT, AND BY AMENDING SECTION 35(G) AND (H) REGARDING THE SPECIFIC USE PERMIT PRODEDURE AND STANDARDS FOR FRATERNITY AND SORORITY BUILDINGS; PROVIDING FOR APPLICATION OF THE PERMIT PROCEDURES AND STANDARDS TO EXISTING FRATERNITY AND SORORITY BUILDINGS; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Ordinance on third and final reading and Mr. Moore seconded the motion. Mr. Moore moved to amend the Ordinance on Page 2 to delete Section 2.-5. and Mr. Guerra seconded the motion. Mayor Morris stated she would be hesitant to remove this Section in the absence of the City Manager. Chief Martin stated he and the City Manager had discussed this section months ago, and do not believe this record would be a necessary function. He stated the problem does not lie in where a gathering will be held, but what happens once the group is together. Zoning Commission Chair, Bill Cunningham, stated the commission as a whole did not have strong feelings regarding this section. On roll call of the amendment, the following vote was recorded: AYE: Moore, Hernandez, Hart, Guerra, Kissler. NAY: Morris. ABSTAIN: None. On roll call for adoption of the Ordinance on third and final reading, the Ordinance was adopted unanimously. Mayor Morris introduced Item B.D.(3) removed from the consensus agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN THE CITY AND SOUTHWEST TEXAS STATE UNIVERSITY FOR THE SAN MARCOS RIVER STEWARDSHIP PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE.
