Broaden the tax base through economic development and <br /> continue to implement community development to include <br /> low-income housing, neighborhood and downtown <br /> revitalization, and parks maintenance and upgrading. <br />7. Protect the environment and natural resources through <br /> aggressive approaches to solid waste management, river <br /> stewardship, and water quality protection (septic and <br /> industrial). <br />8. Continue to pursue implementation of a motorized trolley <br /> transportation system. <br />9. Continue to develop airport facilities in accordance with <br /> the Airport Master Plan. <br />10. Complete the Master Plan Update. <br />11. Approve and implement the capital improvements program <br /> (CIP). <br />12. Pursue interlocal agreements, grants and contracts in <br /> order to share the cost of services. <br />13. continue employee merit program. <br />14. Provide appropriate incentives for recruitment, hiring and <br /> procurement among under-represented population groups. <br />15. Maintain existing standards for employee certification and <br /> professional development. <br />16. Monitor Community Reinvestment Act among local Banking <br /> Institutions. <br />17. Maintain the highest standard of fiscal and asset <br /> management. <br />18. Identify and provide for new and replacement capital needs <br /> and implement an ongoing three year program. <br />19. Fund Social Services at .2 cents of tax rate or 4% of tax <br /> collections. <br />20. Investigate and implement alternate methods for <br /> controlling energy costs and security of City owned <br /> properties. <br />
