<br />52 <br />Regular Meeting June 8, 1992 Page 6 <br />Group and San Marcos Factory Shops Ltd. are not adequate to provide <br />fire protection to the Lowman tract. Mr. Reed went on to summarize <br />that the Prime Group and the San Marcos Factory Shops Ltd. would <br />like to see the property annexed but do want the City to see that <br />there are numerous financial responsibilities that they will bear <br />if they continue with the service plan agreement. There being no <br />more speakers Mr. Hart closed the public hearing. <br /> Mr. Hart introduced for consideration adoption of an ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE <br /> 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR DEMOLITION <br /> OF BUILDINGS AT THE SAN MARCOS MUNICIPAL AIRPORT; AND <br /> DECLARING AN EMERGENCY. <br />Mr. Plummer moved for adoption of the Ordinance on emergency and <br />Mr. Hernandez seconded the motion. Mr. Moore asked what the nature <br />of the emergency was. Mr. Jack Doughty, Airport Manager stated <br />that there was no clear emergency and that his request was for a <br />transfer of money to be put in place in order to complete the <br />demolition project. Mr. Taylor stated that it was up to the <br />Council whether they wanted to approve this as an emergency but <br />could convert it to the third reading format by amending the <br />ordinance. Mr. Moore stated that he agreed with Mr. Guerra in <br />principle that unless there is a clear and present danger items <br />should not be approved on emergency. Discussion ensued. The <br />following vote was recorded: <br /> Aye: Hart, Plummer, Moore, <br /> Nay: Guerra, Hernandez <br />Motion failed on emergency. <br />Mr. Hart moved that the ordinance be reconsiderd. Mr. Plummer <br />seconded the motion which passed unanimously. <br />Mr. Plummer moved that this ordinance be changed from an emergency <br />to a three reading format. Mr. Hart seconded the motion which <br />passed unanimously. <br /> Mr. Hart introduced for consideration adoption of an ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE <br /> 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR CONSTRUCTION <br /> OF AN AIRPLANE SHELTER AT THE MUNICIPAL AIRPORT; AND <br /> DECLARING AN EMERGENCY. <br />Mr. Plummer moved for adoption of the Ordinance on emergency and <br />Mr. Hernandez seconded the motion. Discussion ensued. The <br />following vote was recorded: <br /> Aye: Moore, Hart, Plummer <br /> Nay: Hernandez, Guerra <br />Motion failed. <br /> Mr. Hart introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br />
