Mr. Reed went on to summarize that the Prime Group and the San Marcos Factory Shops Ltd. would like to see the property annexed but do want the City to see that there are numerous financial responsibilities that they will bear if they continue with the service plan agreement. There being no more speakers Mr. Hart closed the public hearing. Mr. Hart introduced for consideration adoption of an ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO PROVIDE FUNDING FOR DEMOLITION OF BUILDINGS AT THE SAN MARCOS MUNICIPAL AIRPORT; AND DECLARING AN EMERGENCY. Mr. Plummer moved for adoption of the Ordinance on emergency and Mr. Hernandez seconded the motion. Mr. Moore asked what the nature of the emergency was. Mr. Jack Doughty, Airport Manager stated that there was no clear emergency and that his request was for a transfer of money to be put in place in order to complete the demolition project. Mr. Taylor stated that it was up to the Council whether they wanted to approve this as an emergency but could convert it to the third reading format by amending the ordinance. Mr. Moore stated that he agreed with Mr. Guerra in principle that unless there is a clear and present danger items should not be approved on emergency. Discussion ensued. The following vote was recorded: Aye: Hart, Plummer, Moore, Nay: Guerra, Hernandez Motion failed on emergency. Mr. Hart moved that the ordinance be reconsiderd. Mr. Plummer seconded the motion which passed unanimously. Mr. Plummer moved that this ordinance be changed from an emergency to a three reading format. Mr. Hart seconded the motion which passed unanimously.
