CITY OF SAN MARCOS
BOARDS AND COHMISSIONS SURVEY
March 1992
1. Commission For Minorities
Name of Board or Commission
2. Estimate the number of hours your staff spends preparing for and
staffing this board or commission. Approximately (monthly):
5-8 hours: preparation of agenda materials (depending on
current project may be more than 8 hours)
1-3 hours: staffing
1-3 hours: transcription of minutes
1 hour . notification of commissioners
.
3. Please list the amount and types of information normally contained
in the board or commission agenda packets.
Information in agenda packets generally consists of:
- transmittal letter
- agenda
- minutes of previous meeting(s)
- written information relative to the current project
- copies of information such as laws,
regulations, technical documents, etc.
4. What types of issues are most commonly dealt with by this board or
commission?
Issues that affect minority citizens are the Commission's major
focus. In recent years, the Commission has participated in
drafting a City Affirmative Action Plan, review of City recreation
programs, conducting forums with leaders in the minority community
in order to identify concerns and problems facing the Commission's
constituents, and involvement in the review of election materials
prior to submittals made by the City Secretary to the Justice
Department.
5. Does this board or commission continue to have a viable role
related to its charge or are there any duties that could be easily
handled at the staff level? Please be specific.
The Commission continues to have a viable role related to its
charge. It has recently been asked to provide input to the City's
ADA Task Force relative to City compliance with the ADA and
sensitivity to issues facing citizens with disabilities. The City
Council has also requested that the Commission take on the duties
of the now inactive Fair Housing Commission. Some of the fair
housing duties will need to be handled by City staff.
6. Would the addition of these duties require more staff hours or
personnel changes?
If the duties enumerated in the Fair Housing Ordinance become the
responsibility of the Commission for Minorities more City staff
hours will be required as well as personnel changes to include a
Fair Housing Officer.
