Mr. Moore <br />seconded the motion, which passed unanimously. Mr. Hernandez stated <br />he was concerned with the routes and times having little limitation. <br />Mayor Morris stated she too is concerned with the traffic and times <br />of operation and thought evening hours might work best. Mr. <br />Hernandez moved to amend the Ordinance in section 4 for the hours of <br />operation to be 6:30 p.m. to Midnight each day and Mr. Moore <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Hernandez. <br /> <br />NAY: Moore, Hart, Morris, Kissler, Plummer. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. Nina Pryatel stated she is concerned with the <br />times of operation. Mike Gividen stated this business should not be <br />allowed to operate at peak times. Jack Lindstrom stated a <br />limitation of times could kill the business. He thinks this <br />business would be beneficial to tourism to San Marcos. People are <br />interested in history, and children would love this type business. <br />Pam Spooner stated the routes and times should be restricted. Dan <br />Scales stated he is opposed to the franchise, the track record of <br />the operators (in San Antonio) is bad, and the City should study the <br />traffic flow before allowing the franchise. He said the report <br />provided by Nanette Bradley of San Antonio indicated the horses in <br />San Antonio had been abused, and he thinks this matter should be <br />tabled. Cathy Dillon thinks this would be a beneficial business for <br />San Marcos and would be good for the City's image. It would add to <br />the history and charm of our City, and she thinks we should allow <br />them to try. Marcy McCollum stated she had received a favorable <br />letter for the carriage business in New York and thought the <br />business could tie scattered businesses together. R. G. Phillips <br />stated he is opposed to the franchise, and no area of the city's <br />traffic could accommodate a carriage. Nina pryatel stated she had <br />good memories of visiting family members in a surrey, and it would <br />be a good experience for children and good for tourism. She stated <br />traffic concerns should be a judgment of the Police Department. She <br />stated the Amish communities use carriages exclusively. Donna <br />Jackson stated she thought the carriage would add romantism to San <br />Marcos, would be a good education for children and good for San <br />Marcos. Lupe Carbajal stated he supports this business. He does <br />not think the city should restrict the hours of operation, but <br />rather allow the business to determine the hours needed. He thinks <br />it will be a good tourist attraction for San Marcos. On roll call <br />for adoption of the Ordinance on third and final reading, the <br />Council unanimously approved the Ordinance for adoption. <br /> <br />Mayor Morris introduced for consideration Item 5A, a public hearing <br />and adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM PUBLIC TO LOW DENSITY RESIDENTIAL FOR PROPERTY <br />LOCATED AT 100 RIVERSIDE DRIVE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Moore moved for adoption of the Resolution and Mr. Plummer seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM LOW DENSITY RESIDENTIAL TO OFFICE PROFESSIONAL <br />FOR LOTS 4A AND 8A, BLOCK 4, G. A. MCNAUGHTON ADDITION, A <br />REPLAT OF LOTS 2A, 2B, 3A, 8 AND 9 AND A PORTION OF LOT 4, <br />BLOCK 4 OF THE G. A. MCNAUGHTON ADDITION TO THE CITY OF SAN <br />MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 5, PAGE <br />
