<br /> 2 <br /> Special Meeting September 8, 1992 Page 2 <br /> Mr. Hart moved for adoption of the Ordinance on emergency and <br /> Mr. Moore seconded the motion. Mr. Guerra asked if the <br /> additional $47,000 for EMS was going to be applied. Mayor <br /> Morris stated the money was in place and if the County <br /> participates, the City will fund the money. If the County does <br /> not participate, the Council will decide what to do with the <br /> money at that time. The Council voted unanimously for adoption <br /> of the Ordinance on emergency. <br /> Mayor Morris introduced for consideration, approval of an <br /> Ordinance on first reading, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS <br /> CODE OF ORDINANCES TO INCREASE THE NUMBER OF POSITIONS <br /> WITHIN THE CLASSIFICATION OF POLICE OFFICER FROM <br /> TWENTY-TWO TO TWENTY-FOUR; PROVIDING FOR PUBLICATION AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Mr. Moore moved to approve the Ordinance on first reading and <br /> Mr. Hernandez seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for consideration, approval of an <br /> Ordinance on second reading, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 <br /> AND 30-35, RESPECTIVELY, OF THE SAN MARCOS CODE OF <br /> ORDINANCES TO INCREASE THE CHARGES TO BE PAID BY ALL <br /> PERSONS OWNING OR OCCUPYING PREMISES WHICH ARE CONNECTED <br /> WITH THE CITY WATER SYSTEM, AND TO INCREASE THE RATES FOR <br /> SERVICES TO USERS OF THE CITY SANITARY SEWAGE SYSTEM, AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Mr. Moore moved to approve the Ordinance on second reading and <br /> Ms. Kissler seconded the motion. Richard Skiles, <br /> representative of multi-family property owners in San Marcos, <br /> stated that multi-family water/wastewater billing was unfair, <br /> and they were being penalized for water not used. Mr. Skiles <br /> stated for example the Versailles Apartments, a 20-unit <br /> project, rated on a per-gallon per-unit basis, they used 4,500 <br /> gallons of water; however, they were being billed for 8,000 <br /> gallons. Both in water consumption and as though they went <br /> into the wastewater collection and treatment system. Mr. <br /> Gilley stated the rates will be determined by meter size. <br /> Therefore, where a master meter serves a single complex with <br /> many separate residential units, they would be billed a minimum <br /> rate based on the size of the meter used to provide the <br /> service. The meter size rates should begin by January. Mr, <br /> Gilley stated he would check into the billing of a couple of <br /> Mr. Skiles apartment projects to be sure the billing was being <br /> done correctly.
