Mr. Guerra asked if the additional $47,000 for EMS was going to be applied. Mayor Morris stated the money was in place and if the County participates, the City will fund the money. If the County does not participate, the Council will decide what to do with the money at that time. The Council voted unanimously for adoption of the Ordinance on emergency. Mayor Morris introduced for consideration, approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF POLICE OFFICER FROM TWENTY-TWO TO TWENTY-FOUR; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved to approve the Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND 30-35, RESPECTIVELY, OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING PREMISES WHICH ARE CONNECTED WITH THE CITY WATER SYSTEM, AND TO INCREASE THE RATES FOR SERVICES TO USERS OF THE CITY SANITARY SEWAGE SYSTEM, AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved to approve the Ordinance on second reading and Ms. Kissler seconded the motion. Richard Skiles, representative of multi-family property owners in San Marcos, stated that multi-family water/wastewater billing was unfair, and they were being penalized for water not used. Mr. Skiles stated for example the Versailles Apartments, a 20-unit project, rated on a per-gallon per-unit basis, they used 4,500 gallons of water; however, they were being billed for 8,000 gallons. Both in water consumption and as though they went into the wastewater collection and treatment system. Mr. Gilley stated the rates will be determined by meter size. Therefore, where a master meter serves a single complex with many separate residential units, they would be billed a minimum rate based on the size of the meter used to provide the service. The meter size rates should begin by January. Mr, Gilley stated he would check into the billing of a couple of Mr. Skiles apartment projects to be sure the billing was being done correctly.
