City Council Meeting Minutes-Final January 5,2016 <br /> A motion was made by Council Member Gregson, seconded by Council <br /> Member Prather, to approve the consent agenda items. The motion carried by <br /> the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 3. Consider approval of the December 15, 2015 Regular Meeting Minutes. <br /> 4. Consider approval of Resolution 2016-01R, approving a funding contract between the <br /> City of San Marcos and the Texas Department of State Health Services providing <br /> funding for the City's Women, Infants, and Children ("WIC") Program; authorizing the <br /> City Manager to execute said contract on behalf of the City; and providing an effective <br /> date. <br /> 5. Consider approval of Resolution 2016-02R, approving the City's participation in a <br /> grant program offered by the Texas Department of Transportation for a Wildlife <br /> Hazard Assessment study for the San Marcos Regional Airport; approving the City's <br /> expenditure of local matching funds in the estimated amount of $10,000.00; naming <br /> the Texas Department of Transportation as the City's agent for the purposes of <br /> applying for, receiving and disbursing all funds for these improvements and for the <br /> administration of contracts necessary for the implementation of the project; and <br /> authorizing the City Manager to act on the City's behalf with regard to this grant <br /> program and any and all contracts and agreements with TxDOT and other parties as <br /> necessary for the implementation of a Wildlife Hazard Assessment Study at the San <br /> Marcos Regional Airport; and declaring an effective date. <br /> NON-CONSENT AGENDA <br /> 6. Consider approval of Resolution 2016-03R, adopting a Policy Regarding Use of the <br /> City of San Marcos Economic Development Supplemental Fund, as an addendum to <br /> the City of San Marcos Economic Development Policy, adopted under Resolution <br /> 2013-185R; and declaring an effective date. <br /> A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council <br /> Member Prather, to approve Resolution 2016-03. The motion carried by the <br /> following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 7.
