Ron Patterson <br />Director of Env. and Engineering Steve Jenkins <br />Fire Chief Dan O'Leary <br />Director of SMEU Bob Higgs <br />Director of Parks and Recreation Rodney Cobb <br /> <br />Also Present: Nina Pryatel, Collette Duran, Colle~e, Davis, Melissa <br />Millecam and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, INCREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE <br />TO INCLUDE A FEE FOR RECYCLING'SERVICES; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br />FOR PUBLICATION; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak regarding this matter. Nina Pryatel stated residential <br />recycling is an ideal, must-do thing, and she is in favor of a <br />recycling program. No one else wished to speak, so Mayor Morris <br />closed the public hearing. Ms. Kissler moved for adoption of the <br />Ordinance on emergency and Mr. Moore seconded the motion. Mr. <br />Hernandez stated he hopes the City's recycling attempts will improve <br />and is not sure we are ready for a city-wide program. Mr. Gilley <br />stated there was not as much emphasis on education in the previous <br />recycling contract, and this contract is more detailed as to what <br />will be required. On roll call the following vote was recorded: <br /> <br />AYE: Moore, Hart, Morris, Guerra, Kissler, Plummer. <br /> <br />NAY: Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration adoption of Ordinance on <br />¡ emergency, the caption which was read as follows: <br />¡ <br />~ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR ROOF REPAIRS ON THE <br />CONFEDERATE AIR FORCE BUILDINGS AT THE SAN MARCOS MUNICIPAL <br />AIRPORT; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Plummer moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />* Mr. Guerra present at 7:31 p.m.; Messrs. Moore and Hart present at <br />7:32 p.m. <br />
