Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration a public hearing and adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, INCREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE TO INCLUDE A FEE FOR RECYCLING'SERVICES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY. Mayor Morris opened the public hearing and asked if anyone wished to speak regarding this matter. Nina Pryatel stated residential recycling is an ideal, must-do thing, and she is in favor of a recycling program. No one else wished to speak, so Mayor Morris closed the public hearing. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. Mr. Hernandez stated he hopes the City's recycling attempts will improve and is not sure we are ready for a city-wide program. Mr. Gilley stated there was not as much emphasis on education in the previous recycling contract, and this contract is more detailed as to what will be required. On roll call the following vote was recorded: AYE: Moore, Hart, Morris, Guerra, Kissler, Plummer. NAY: Hernandez. ABSTAIN: None. Mayor Morris introduced for consideration adoption of Ordinance on ¡ emergency, the caption which was read as follows: ¡ ~ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE FUNDING FOR ROOF REPAIRS ON THE CONFEDERATE AIR FORCE BUILDINGS AT THE SAN MARCOS MUNICIPAL AIRPORT; AND DECLARING AN EMERGENCY. Mr. Plummer moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: * Mr. Guerra present at 7:31 p.m.; Messrs. Moore and Hart present at 7:32 p.m.
