10 Regular Meeting December 14, 1992 Page 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REVISING CHAPTER 15, LIBRARY, OF THE SAN MARCOS CODE OF ORDINANCES TO PROVIDE FOR CERTAIN SERVICE FEES TO BE SET BY THE CITY COUNCIL; SETTING THE AMOUNTS OF THESE FEES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. - Mr. Plummer moved for approval of the Ordinance on first reading and ' Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption of the Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING 4.62 ACRES, MORE OR LESS, LOCATED IN RIO VISTA PARK ALONG THE 300 BLOCK OF C. M. ALLEN PARKWAY AND THE 500 BLOCK OF CHEATHAM STREET, FROM "MF-4" (MULTI-FAMILY DISTRICT [HIGH DENSITY]) TO "P" (PUBLIC AND INSTITUTIONAL DISTRICT) AND DECLARING AN EFFECTIVE DATE. ~ Mayor Morris introduced for consideration adoption of a Resolution, expressing the City's position on proposed State legislation pertaining to the protection of the San Marcos River. Mayor Morris moved to table the Ordinance until later in the meeting and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration appröval of the minutes of the Regular Meeting held December 7, 1992, adoption of two Ordinances on third and final reading and adoption of eight ,- Resolutions on consensus. Ms. Kissler moved for approval of the minutes of the Regular Meeting held 'December 7, 1992, for adoption of the two Ordinances on third and final reading and for adoption of the eight Resolutions on consensus (Mr. Hernandez voting NAY to Item 8.C.[3]) and Mr. Guerra seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE FUNDING FOR THE PROVISION OF DIRECTIONAL SIGNAGE FOR SOUTHWEST TEXAS STATE UNIVERSITY AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE FUNDING FOR FINAL PAYMENT TO AMERICAN APPRAISAL ASSOCIATES, INC. FOR PERFORMANCE OF THE FIXED ASSETS INVENTORY AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, i TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT I BETWEEN THE CITY AND THE CONFEDERATE AIR FORCE FOR CITY ~~ CONTRIBUTION TO ROOF REPAIRS ON THE CONFEDERATE AIR FORCE HANGAR; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TEXAS HISTORICAL COMMISSION FOR A 1993-1994 CERTIFIED LOCAL GOVERNMENT GRANT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE.
