FOR RESIDENTIAL <br /> RECYCLABLE MATERIALS COLLECTION SERVICES; AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND <br /> DECLARING AN EFFECTIVE DATE. <br />(Mr. Hernandez voting NAY to the preceding Resolution). <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED LEASE <br /> AGREEMENT BETWEEN THE CITY AND PHILIP TRAPANI, FOR A WIC CLINIC <br /> SITE IN BASTROP, TEXAS, AUTHORIZING THE CITY MANAGER'S <br /> EXECUTION OF THE AGREEMENT, AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED LEASE <br /> AGREEMENT BETWEEN THE CITY AND EDWARD W. HAMILTON, FOR A WIC <br /> CLINIC SITE IN KERRVILLE, TEXAS, AUTHORIZING THE CITY MANAGER'S <br /> EXECUTION OF THE AGREEMENT, AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, REJECTING ALL BIDS RECEIVED IN RESPONSE TO AN INVITATION <br /> FOR BIDS FOR THE CONSTRUCTION OF PEDESTRIAN BRIDGES OVER THE <br /> SAN MARCOS RIVER AND PURGATORY CREEK; AUTHORiZING THE <br /> PURCHASING MANAGER TO NOTIFY THE BIDDERS THAT ALL BIDS HAVE <br /> BEEN REJECTED; AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE <br /> FEDERAL AVIATION ADMINISTRATION FOR A GRANT TO ACCOMPLISH THE <br /> FY1993 AIRPORT IMPROVEMENT PROGRAM AT THE SAN MARCOS MUNICIPAL <br /> AIRPORT; AUTHORIZING THE CITY MANAGER TO ACT IN ALL MATTERS <br /> REGARDING THIS FEDERAL AVIATION ADMINISTRATION GRANT PROGRAM, <br /> AND DECLARING AN EFFECTIVE DATE. <br /> , <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE SUBMISSION OF APPLICATIONS TO THE TEXAS <br /> WATER COMMISSION FOR REIMBURSEMENT OF REMEDIATION COSTS <br /> INCURRED BY THE CITY ON LPST #92680 DURING THE FIRST, SECOND <br /> AND THIRD QUARTERS OF CALENDAR YEAR 1992; AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, Sections 2(e) and (g), V.A.C.S., to discuss pending <br />litigation (W. C. Carson vs. city of San Marcos; Coffee Equipment, <br />Inc. vs. City of San Marcos, Et AI), and matters where the City <br />Attorney's ethical duty to the city clearly conflicts with Article <br />6252-17; and duties of a public officer (Mayor), respectively. Mr. <br />Hart moved to adjourn into Executive Session at 7:44 p.m. and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mr. Plummer moved the Council reconvene at 9:18 p.m. and Ms. Kissler <br />seconded the motion, which passed unanimously. <br />Mayor Morris stated the city Council did not wish to remove Item 7 <br />(adoption of Resolution expressing the City's position on proposed <br />State legislation pertaining to the protection of the San Marcos <br />River) from the table, but directed the Texas Rivers Protection <br />Association members (Tom Goynes, President) to work with Staff on <br />language changes needed in the Resolution. Mr. Goynes stated some <br />of the issues are policy to be determined by the City Council, and <br />deal ,with water quality - if the city is in favor of maintaining <br />water quality or allowing some deterioration. The Council,directed <br />this matter come before the Council the first meeting in January. <br />
