<br />4 <br /> <br /> <br /> <br />Regular Meeting February 27, 1995 Page 4 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING SUPPLEMENTAL AGREEMENT NO.6 TO EXTEND THE <br />JANITORIAL SERVICES CONTRACT FOR NINETY DAYS; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN 'MARCOS, <br />TEXAS, DOCUMENTING THAT THE FORMER COCA-COLA BOTTLING PLANT ~ <br />LOCATED IN THE 200 BLOCK OF WEST SAN ANTONIO STREET QUALIFIES <br />AS SLUM AND BLIGHTED ON A SPOT BASIS UNDER LOCAL LAW; <br />DESCRIBING THE CONDITIONS OF BLIGHT THAT ARE TO BE TREATED AND <br />THE CONDITIONS DETRIMENTAL TO PUBLIC HEALTH AND SAFETY THAT <br />WILL BE CORRECTED; PROVIDING THE SCOPE OF THE REHABILITATION TO <br />BE FUNDED UNDER THE SMALL BUSINESS INCUBATOR GRANT CONTRACT <br />WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE RECORDS MANAGEMENT POLICY, STANDARDS AND <br />PROCEDURES MANUAL; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration Item 9.B. (2) removed from <br />the consensus agenda, adoption of an Ordinance on third and final <br />reading: ~ <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, UPDATING ARTICLES I AND II OF CHAPTER 30, WATER AND <br />SEWERS AND SEWAGE DISPOSAL OF THE SAN MARCOS CODE OF ORDINANCES <br />REGARDING WATER AND SEWER TAP FEES, MISCELLANEOUS SERVICE FEES <br />AND WATER AND SEWER SYSTEM IMPACT FEES; SETTING THE AMOUNTS OF <br />CERTAIN FEES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />PENALTIES FOR VIOLATIONS. <br /> <br />Mr. Moore moved for adoption of the Ordinance on third and final <br />reading and Mr. Hart seconded the motion. Mr. Hart stated the fees <br />in section 6 would prohibit affordable housing in San Marcos. Mr. <br />Hart then moved to amend a portion of section 6 as follows, "city <br />Code section 30-1(a), water tap fee to be $250, or cost of <br />installations plus 10%, whichever is great~ . . and city Code <br />section 30-2(a), sewer tap fee to be $250, or cost of installation <br />plus 10%, whichever is greater. . . n;-and Mr. Hernandez seconded <br />the motion, which passed unanimously. The Council then unanimously <br />adopted the Ordinance on third and final reading. <br /> <br />Mayor Morris introduced for consideration Item 9.C.(4) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, EXPRESSING THE CITY'S SUPPORT FOR THE PROPOSED LOOP/RAIL <br />RELOCATION PROJECT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hart moved for adoption of the Resolution and Mr. Moore seconded <br />the motion. Mayor Morris moved to amend the Resolution to add a new <br />PART 2. to read as follows, "That in the event the San Marcos <br />Loop/Rail Relocation Project is unable to proceed, the city of San <br />Marcos continues in its support of a railroad overpass as a priority <br />in the Transportation Improvement Program listing," and to renumber <br />the existing PARTS 2 and 3 to PARTS 3 and 4, respectively, and Mr. <br />Mooney seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Resolution. - <br /> <br />Mayor Morris introduced for consideration Item 9.C.(7) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT BETWEEN THE CITY AND THE TEXAS <br />DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR A GRANT TO <br />ESTABLISH A SMALL BUSINESS INCUBATOR IN SAN MARCOS; AUTHORIZING <br />THE MAYOR TO EXECUTE THIS CONTRACT ON BEHALF OF THE CITY; <br />AUTHORIZING THE MAYOR TO SUBMIT A REQUEST FOR AMENDMENT TO THIS <br />CONTRACT; AND DECLARING AN EFFECTIVE DATE. <br />
