108 Regular Meeting December 11, 1995 Page 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.29 ACRE TRACT OF PROPERTY LOCATED AT 600 CENTRE STREET, FROM 11M II (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO lip" (PUBLIC AND INSTITUTIONAL DISTRICT); AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak. Jody Crown was present on behalf of the Food Bank. Ms. Crown said they tried to meet with the Dunbar Neighborhood Association, and when they received no response, they went directly to the neighbors and distributed flyers. They have worked with Jeff Kester to fit into the neighborhood architecturally and want to be a good neighbor. They would like to put up their sign to identify their location. Lamar Hankins, President of the Food Bank, stated they have a thirty-year lease on the building. He stated the ownership could revert to the County but thinks it will stay in the public domain. No one else wished to speak, so Mayor Morris closed the public hearing. Mr. Moore moved for adoption of the Zoning Ordinance and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced a public hearing on an anne~ation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 35.09 ACRES, MORE OR LESS, FRONTING ON THE NORTHWEST RIGHT-OF-WAY LINE OF THE 4200 BLOCK OF IH-35 SOUTH IN HAYS COUNTY, TEXAS (LOWMAN RANCH PROPERTY), THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND ADJACENT TO PRESENT CITY BOUNDARIES¡ APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION; AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Morris closed the public hearing. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-96 FISCAL YEAR TO PROVIDE FUNDING FOR CITY PARTICIPATION IN THE TEXAS HIGHWAY SAFETY PROGRAM; AND DECLARING AN EMERGENCY. Mr. Hernandez moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously, Mayor Morris introduced for consideration fourteen Resolutions on consensus. The Council removed Item 10.A. (5), adoption of a Resolution, to be considered separately. Mr. Moore moved for adoption of the remaining thirteen Resolutions on consensus and Mr. Guerra seconded the motion, which passed unanimously. The captions of the Resolutions read as follows: Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AWARDING A CONTRACT FOR THE PURCHASE OF ONE (1) INTERMEDIATE SIZE AUTOMOBILE TO MCCOMBS P-GMC-J-E; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AWARDING A CONTRACT FOR THE PURCHASE OF TWO (2) CAB S AND CHASSIS TO PERMIAN AUTOS, INC.¡ AUTHORIZING THE PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY¡ AND DECLARING AN EFFECTIVE DATE.
