Mr. <br />Tatum commended the Mayor and City Council for their support on the <br />Dunbar barracks project. They will be able to submit a figure by <br />the end of the week. Part of their project is up and running and <br />they are excited about it. <br /> <br />Mayor Morris introduced for consideration Item 9.B. (2), approval of ' <br />an Ordinance on second reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CHANGING THE NAME OF BROWNE STREET TO OLDE TOWNE STREET <br />BETWEEN BURLESON STREET AND VIOLA STREET; PROVIDING FOR <br />PUBLICAT~ON AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on second reading and <br />Mr. Hart seconded the motion. Judy Thornton appealed to the Council <br />to retain the name of "Browne Street" and presented a solution. She <br />had a petition in hand from the four residents on the street <br />requesting the street be named "Browne Terrace". The Roberts knew <br />the Brownes, and this is an historic street. Mr. Taylor advised the <br />Council there is a two-step process with public hearings at each <br />step. Planning and Zoning holds a public hearing and determines a <br />recommendation to be forwarded to the Council. The City Council <br />then holds a public hearing and considers adoption of an Ordinance <br />changing the name. Mr. Moore then moved to 'table this matter to go <br />back to Planning and Zoning and Mr. Mooney seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to complete a vacancy on the Ethics Review Commission. Mr. Moore <br />moved to appoint Susan Tilka. On roll call the following vote was <br />recorded: <br /> <br />AYE: Moore, Mooney, Hart, Guerra, Cox, Hernandez. <br /> <br />NAY: Morris. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to complete a vacancy on the Human Services Advisory Board. This <br />position requires the member to have a degree in social work with <br />experience in social service administration. Mr. Moore has a <br />nominee he would like to present for the Council's consideration at <br />the December 4 Meeting. This matter will be rescheduled for <br />December 4. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 10.00 ACRE TRACT OF PROPERTY LOCATED NEAR THE INTERSECTION OF <br />RIVER ROAD AND STATE HIGHWAY 80, FROM "MF-4" (MULTI-FAMILY! <br />DISTRICT [HIGH DENSITY]) TO "C" (COMMERCIAL DISTRICT) AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Hernandez moved for adoption of the Zoning Ordinance and Mr. Mooney <br />seconded the motion. Mr. Moore asked Mr. Patterson about ingress <br />and egress, and Mr. Patterson stated this is addressed in the <br />platting process, which has been approved and recorded. Mr. <br />Patterson stated the Highway Department wants four full lanes, and <br />Staff is working with adjacent property owners to be able to acquire <br />property for the lanes. The Highway Department has to warrant <br />signalization, and the detention areas exceed the City's <br />requirements. The Council voted unanimously for adoption of the <br />Zoning Ordinance. <br />
