<br /> 73 <br />Regular Meeting November 27, 1995 Page 5 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PIPELINE <br /> AGREEMENT BETWEEN THE CITY AND THE MISSOURI PACIFIC RAILROAD <br /> COMPANY; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT <br /> ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced a discussion regarding the Regional <br />Wastewater Sludge Disposal Alternative Study. Mr. Gilley advised <br />the Council he would bring information to the December 4 Meeting on <br />the City's plans to dispose of the City's sludge. Fred Blumberg of <br />GBRA stated the San Marcos Municipal Airport is a viable location <br />for regional sludge, and San Marcos would produce 38% of the volume. <br />There are other possible sites for regional sludge. New Braunfels <br />has suggested their own airport, and there are a couple of locations <br />in Guadalupe County. Mr. Moore asked with a regional sludge <br />facility would we have the option of Itdillo dirtlt in phasing, and <br />Mr. Blumberg agreed it was possible. Mayor Morris stated she would <br />not be willing to give up airport acreage, as she believes it is <br />prime development and would be interested in regionalization at some <br />other location. Mr. Blumberg stated 600 acres would be needed but <br />would not all be used at once. He stated the type sludge that would <br />be applied is municipal Class B sludge. Mr. Moore wanted Mr: Gilley <br />to work with GBRA on the possibilities. Mayor Morr~s stated she <br />wants Staff to continue gathering information, schedule the matter <br />to be discussed at the next City Council Quarterly Workshop <br />(January) and the City then get back with GBRA. The Council <br />requested this matter be placed on the Airport Commission's next <br />agenda to keep them apprised of the sludge discussions and possible <br />use of airport property. <br />Mayor Morris introduced a discussion regarding the establishment of <br />a Senior Citizens Facility Advisory Commission. Mr. Taylor was <br />directed to draft language using data from the former Senior <br />Citizens Advisory Board Ordinance. <br />Mayor Morris introduced a discussion regarding a letter from Scheib <br />Opportunity Center, Inc. requesting assistance from the City of San <br />Marcos in the demolition and removal of certain structures. Mr. <br />Gilley advised the cost to the City would be approximately $3,000 <br />per structure. It was consensus of Council to not incur this <br />expense and directed Mr. Gilley contact Habitat for Humanities to <br />see if they would be interested in this project for the materials. <br />Mayor Morris introduced a discussion regarding the City's surface <br />water project. Mr. Gilley stated the Council has received the <br />latest version update regarding the project. The City is pursuing a <br />bed and banks permit with TNRCC, and a hearing has been requested. <br />The unappropriated water permit process has not been wrapped up yet. <br />Mr. Gilley stated Paul Price's study continues regarding ecological <br />issues and will probably continue at least two more months. Mr. <br />Moore asked what is the opposition to the City's permit, and Mr. <br />Gilley advised environmental issues. Mr. Gilley stated the City is <br />proceeding with land acquisition for off-channel storage. <br />Mayor Morris introduced a discussion regarding the San Marcos <br />Horizons Master Plan. Mr. Patterson presented the Council with a <br />portion of the Plan, reviewing the importance of community planning, <br />an overview of the master planning process, and Citizen involvement <br />in the preparation of the Plan, a summary which is attached to these <br />minutes. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />
