<br />74 <br />Regular Meeting November 27, 1995 Page 6 <br />Mayor Morris introduced the City Council's Report. (1) Mr. <br />Hernandez wished Council Member Fred Guerra luck with his NLC-VP <br />candidacy. He stated in addition to attending the meetings at the <br />National League of Cities Conference, the Council would be there to <br />support Mr. Guerra. (2) Mr. Cox stated he attended a tourism <br />development meeting on behalf of the Council, and another meeting <br />was scheduled for November 28. Kelly Franks, Ron Patterson and <br />Council Member Moore will be in attendance at the meeting November <br />28. Mr. Cox stated at the last meeting there was an indication San <br />Marcos was doing well with tourism, but could do better. Santa Fe, <br />New Mexico is a model, being a prime tourist destination point, and <br />has achieved this status with a systematic approach. (3) Mayor <br />Morris attended an NLC-U.S. Conference of Mayors Joint Meeting on <br />November 13 regarding unfunded mandates. They are requesting of the <br />President a summit be set to discuss the matter. <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to discuss pending litigation <br />(Sierra Club vs. Babbitt) and matters where the City Attorney's <br />ethical duty to the City clearly conflicts with Government Code <br />Chapter 551 (Aquarena Springs property taxation); Sections 551.072 <br />and 551.073, to discuss the lease of real property (Berry Aviation) ; <br />and Section 551.074, to discuss the evaluation of a'public officer <br />(City Manager) and the duties of public officers (City Council <br />Members and Mayor). Mr. Moore moved the Council adjourn into <br />Executive Session at 10:35 p.m. and Mr. Guerra seconded the motion, <br />which passed unanimously. <br />Mr. Hernandez moved the Council reconvene at 11:20 p.m. and Mr. <br />Moore seconded the motion, which passed unanimously. <br />The meeting adjourned at 11:22 p.m. on motion made by Mr. Guerra and <br />seconded by Mr. Hernandez. <br /> l~ YJ;i~ ~ <br />b~ ~. ~ <br /> Mayor /' <br /> ~ <br />Ronald K.
