36 Regular Meeting November 13, 1995 Page 2 Mr. Mooney introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 3.864 ACRE TRACT OF PROPERTY LOCATED AT 5700 IH35 . SOUTH, FROM "AR" (AGRICULTURE RANCH DISTRICT) TO "I" (INDUSTRIAL DISTRICT) AND DECLARING AN EFFECTIVE DATE. Mr. Mooney opened the public hearing and asked if anyone wished to speak. No one did, so Mr. Mooney closed the public hearing. Mr. Moore moved for adoption of the Zoning Ordinance and Mr. Cox seconded the motion, which passed unanimously. Mr. Mooney introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE NAME OF HUTCHISON STREET TO RIO VISTA STREET BETWEEN HAYNES STREET AND IH35 NORTH; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. { Mr. Mooney opened the public hearing and asked if anyone wished to speak. Mr. Mooney opened the public hearing and asked if anyone wished to speak. No one did, so Mr. Mooney closed the public hearing. Mr. Hart moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Mr. Patterson advised the neighbors had requested the street name change. The Council voted unanimously for approval of the Ordinance on first reading. Mr. Mooney introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 FISCAL YEAR TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF REVENUES AND EXPENDITURES AND DECLARING AN EMERGENCY. Mr. Hart moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. Since there were only four Council Members present and emergency passage would require five votes of approval, Mr. Hart amended his motion to approve the Ordinance on first reading and Mr. Moore seconded the motion, which passed ¡ . unanimously. At the next meeting the City Council can consider adoption of the Ordinance on emergency if five or more members are present. Mr. Mooney introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 21, PUBLIC SAFETY, OF THE SAN MARCOS CODE OF ORDINANCES, TO CHANGE ASSIGNMENT PAY FOR POLICE DEPARTMENT FIELD TRAINING OFFICERS AND K-9 HANDLERS FROM A PER SHIFT BASIS TO A MONTHLY BASIS AND TO PROVIDE ASSIGNMENT PAY FOR CRIMINAL INVESTIGATORS IN THE POLICE DEPARTMENT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES; AND DECLARING AN EMERGENCY.
