<br />27 <br />Regular Meeting October 23r 1995 Page 4 <br />Mayor Morris introduced the City Managerrs Report. Mr. Gilley <br />advised in regard to Mrs. Kathryn Richrs request to extend a <br />waterliner the preliminary estimates for an 8-inch line will cost <br />$40rOOO.00 from River Road to the City limits. Staff is still <br />running cost figuresr which will be brought to the Council at the <br />November 3 Workshop. <br />Mayor Morris introduced the City Attorneyrs Report. Mr. Taylor had <br />no report at this meeting. <br />Mayor Morris introduced the City Council's Report. (1) Mayor Morris <br />stated she has received information the San Marcos Consolidated <br />Independent School District has nominated two candidates for the <br />Hays County Appraisal District Board of Directors. Mr. Mooney is <br />going to talk .with the School District regarding their nominations <br />and votes. (2) Mayor Morris reminded the Council of the Council <br />Workshop scheduled November 3 at the Fish Hatchery. (3) Mr. Hart <br />requested information be provided regarding the CARTS contract. (4) <br />Mr. Hart requested the timing of the traffic light at peques and <br />Sessoms be checked. (5) Mr. Cox stated the Main Street Board has <br />discussed the need for additional police presence in the downtown <br />area. The Police Department is not manned to be downtown on'a <br />full-time basis. The Main Street Office could provide space for an <br />officer to do paperwork and use of restroom facilities. Police <br />Chief Kendrick advised routinely the Police Department covers the <br />downtown area more on Thursday and Friday evenings. (6) Mr. Moore <br />stated he and Mr. Cox toured the surface water facilities in New <br />Braunfelsr and stated this is an optimalr state of the art facility. <br />Mr. Moore stated given the article in last weekrs newsletter of the <br />San Marcos River Foundation regarding fish killed from lack of <br />oxygen due to low volume/low flowr that he doubts the good faith of <br />some of the Foundationrs members. (7) Mr. Hernandez stated he has <br />heard some complaints regarding noise from loud vehiclesr and stated <br />there are some Cities who have Ordinances prohibiting noise from <br />cars. Mr. Taylor stated that would be a matter of enforcement. (8 ) <br />Mr. Mooney stated he and Mr. Moore represented the City Sunday <br />evening at a dinner held at the Freeman Ranch honoring dignitaries <br />from Mongolia. <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Coder Section 551.071r to discuss pending litigation <br />(Sierra Club vs. Babbitt; Medina County U.W.C.D. vs. Barshop; Seguin <br />State Bank vs. Presbyterian Childrenrs -Homer Et Al); Section <br />551. 074 r to discuss duties of a public officer (City Manager - <br />employee compensation survey). Mr. Moore moved the Council adjourn <br />into Executive Session at 9:00 p.m. and Mr. Mooney seconded the <br />motionr which passed unanimously (Mr. Hart not present to vote on <br />this item). <br />Mr. Hernandez moved the Council reconvene at 10:29 p.m. and Mr. <br />Moore seconded the motionr which passed unanimously. <br />The meeting adjourned at 10:42 p.m. on motion made by Mr. Mooney and <br />seconded by Mr. Hernandez. <br /> M.
