<br />26 <br /> <br /> <br /> <br />Regular Meeting October 23¡ 1995 Page 3 <br /> <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br />TEXAS¡ APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND FOX 2000 FOR TEMPORARY USE OF AIRPORT <br />PROPERTY; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT <br />ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br />TEXAS¡ APPROVING THE SUBMISSION OF APPLICATIONS FOR <br />REIMBURSEMENT OF REMEDIATION COSTS INCURRED BY THE CITY ON LPST <br />#92680 DURING THE FIRST AND SECOND QUARTERS OF CALENDAR YEAR <br />1995¡ TO THE TEXAS NATURAL RESOURCE CONSERVATION COMMISSION; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris 'introduced for consideration Item 7.C. (1) removed from <br />the consensus agenda¡ adoption of a Resolution¡ the caption which <br />was amended and read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br />TEXAS¡ AWARDING CONTRACTS FOR THE PURCHASE OF FURNITURE TO <br />OFFICE INTERIORS OF AMERICA AND ROCKFORD BUSINESS INTERIORS; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE tONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and amendment <br />awarding the purchase of furniture to Office Interiors of America <br />and Rockford Business Interiors¡ by amending the caption and PART 1¡ <br />and Mr. Mooney seconded the motion¡ which passed unanimously. <br /> <br />Mayor Morris introduced a discussion regarding the G.B.R.A. Regional <br />Wastewater Biosolids Disposal Alternative Study. A savings of as <br />much as $30¡000.00 could be realized'the first year and increase if <br />we utilized our sludge. The City presently has Class B sludge¡ and <br />this could be used on crops at the airport¡ which would save the <br />City money and be able to reuse. There are approximately 1356 acres <br />at the airport with 600 acres presently used for agricultural <br />purposes and could be used for industrial use at a future time. The <br />City has looked at land application of sludge through the Black and <br />Veatch Wastewater Master Plan. Mr. Gilley was concerned about use <br />of regional sludge at the airport because quality of other <br />governmental entities¡ sludge could be questionable¡ and once in the <br />ground¡ could not be changed. This would then become the City¡s <br />problem. Mayor Morris stated she was interested in pursuing 100 <br />acres of the City¡s sludge on some airport property not considered <br />prime industrial development. Mr. Moore wanted Staff instructed to <br />layout the cost and options on utilizing sludge on 100 acres. The <br />Council requested information on options for regional use and <br />information on what other Cities are doing. Mr. Taylor will look <br />into the legal aspects of regionalization. <br /> <br />Mayor Morris introduced a discussion regarding a letter to LCRA <br />supporting a lighting grant for the SWT baseball field. It was <br />consensus of Council for the Mayor to send a letter of support. <br /> <br />Mayor Morris introduced a discussion regarding a request from the <br />Hispanic Chamber of Commerce to allow them to have beer concessions <br />in City Park in connection with their 1996 Carnaval Celebration. <br />There is presently no Ordinance or written policy to prohibit <br />alcohol in City parks except in certain designated areas. The <br />Hispanic Chamber of Commerce stated they would sell beverages in <br />aluminum cans only. It was consensus of Council to allow Carnaval <br />to be held at Rec Hall and the surrounding area and requested a <br />policy be prepared with the recommendations of the Parks and <br />Recreation Board regarding consumption and sale of beer in City <br />parks and brought to the Council for consideration. <br />
