Project Description: Develop our City's Long Term Strategic Energy Plan. The City has begun the <br />process by appointing a "Green Team" of City Staff last year. The Team was tasked with beginning the <br />process of accessing the City's "green" status. In September of 2008, the State Energy Conservation <br />Office (SECO) in cooperation with Johnson Control an Energy Management Program Report was completed <br />for the City. Using these initial tools, the City proposes the hiring of a consultant to complete an <br />energy sustainability plan for the City. <br />Development of the Energy Plan will be conducted by an Energy Efficiency Planning Professional in <br />consultation with our City Council, community stakeholders and staff. EECBG funds will be used to <br />cover the cost of the completion of the plan. The City Council has given some initial direction for <br />the plan including some basic principles that will guide the development of the strategy: <br />1. Promote economic growth and green jobs to support the Plan <br />2. Protect the environment and reduce GHG emissions <br />3. Engage a diversity of community members <br />4. Enable access to reliable, affordable energy for all consumers <br />5. Reduce per capita consumption by prioritizing energy efficiency and conservation <br />6. Identify public and private funding opportunities to implement the Plan <br />7. Educate the City's residents about the Plan and the resources available to them <br />8. Develop and implement City policies to support the goals of the Plan <br />9. Develop goals and action steps for all sectors of our City <br />Action items to be included in the Plan are: identify City initiatives already underway that can be <br />folded into the Plan; create a implementation time-line for key projects; establish clear and <br />accountable project rietri.cs and assistance with hiring an Energy Plan Manager position. <br />once vet.t.ed by the community at large and approved by the City Council, the final Plan will be adopted <br />as an element of our City's SCity's] partner in this project is [Energy/Utility Company] to provide <br />additional retrofit measures and financial incentives. We will also partner with federal and state <br />programs to accelerate project implementation. EECBG funding will supplement, not supplant existing <br />fiscal resources. Our planned activities include: <br />a. Reduce energy consumption in existing homes: <br />The City has begun the process of reducing residential energy consumption through offering rebates on <br />programmable thermostats and energy star rated washing machines. The program demonstrates the city's <br />involvement and commitment to our citizens. The City has been begun the process of partnering with the <br />Combine Community Action Agency (CAA) to serve low-to-moderate persons. The City will offer the <br />replacement of specific appliances with energy-star or CEE appliances to income qualified single <br />family homes. CAA will income qualify potential participants, complete energy efficiency audits with <br />appropriate weatherization coordinating services. The City will offer rebates on the purchase of <br />energy efficient appliances to all households within the City limits (no income maximum) <br />b. Reduce energy consumption in existing city facilities: <br />The City has taken the first steps of the needed assessment of the City-owned buildings for energy <br />efficiency.
