The Fund will be set-up using local financial community advice and participation, managed by the Budget Office and initially capitalized through EECBG funding. The utility financing option will be managed in partnership with our municipal utility. Low interest rate loans will be provided to assist these institutions in financing their energy cost reduction efforts. The Fund will be initially capitalized through EECBG funding and municipal utility financing, The city will provide staff support. The Fund's revolving loan mechanism will allow borrowers to repay loans through the stream of cost savings that will be realized from approved energy efficiency projects. The EnergyWise Appliance Replacement Program will provide a long-term solution to rising energy costs for eligible single family homes. It will provide technical and financial assistance to implement cost-effective energy efficiency upgrades for appliances. Eligible appliances include refrigerators, dishwashers, clothes washer, room air conditioning units, water heaters with a maximum of $3000 per household for income qualified replacements and $2,400 for rebates. We will. design and implement an effective advertising campaign to educate the citizens on energy conservation at home. The EWARP proposes the following series of steps to ensure accountability: 1. Request for assistance will be submitted by application and approved by city staff. 2. For the rebate program, an application accompanied by proof of purchase of Energy Star or CEE appliances will be necessary for reimbursement 3. For the replacement program, an application will be submitted. City staff will have CAA income qualify the household and do an energy audit and check for possible appropriate weatherization. once the household income qualifies, the city will work with CAA to purchase appropriate appliances for the household. 4. The City will work with, local retailers to educate them on the programs. Through this program the retailers will be encouraged to carry a variety of Energy Star or CEE appliances. Even though the weatherization of low-to-moderate income households will not be paid for through the grant, the combination of the improvements to the house with the energy efficient appliances will greatly improve the energy efficiency of the homes. The weatherization funds spent on the houses will leverage the replacement funds of this program. The City anticipates hiring an Energy Plan Manager to administer the program through increasing energy partners, working with citizens and setting up the needed program processes.
