The Fund will be set-up using local financial community advice and <br />participation, managed by the Budget Office and initially capitalized through EECBG funding. The <br />utility financing option will be managed in partnership with our municipal utility. Low interest rate <br />loans will be provided to assist these institutions in financing their energy cost reduction efforts. <br />The Fund will be initially capitalized through EECBG funding and municipal utility financing, The <br />city will provide staff support. The Fund's revolving loan mechanism will allow borrowers to repay <br />loans through the stream of cost savings that will be realized from approved energy efficiency <br />projects. <br />The EnergyWise Appliance Replacement Program will provide a long-term solution to rising energy costs <br />for eligible single family homes. It will provide technical and financial assistance to implement <br />cost-effective energy efficiency upgrades for appliances. Eligible appliances include refrigerators, <br />dishwashers, clothes washer, room air conditioning units, water heaters with a maximum of $3000 per <br />household for income qualified replacements and $2,400 for rebates. <br />We will. design and implement an effective advertising campaign to educate the citizens on energy <br />conservation at home. <br />The EWARP proposes the following series of steps to ensure accountability: <br />1. Request for assistance will be submitted by application and approved by city staff. <br />2. For the rebate program, an application accompanied by proof of purchase of Energy Star or CEE <br />appliances will be necessary for reimbursement <br />3. For the replacement program, an application will be submitted. City staff will have CAA income <br />qualify the household and do an energy audit and check for possible appropriate weatherization. once <br />the household income qualifies, the city will work with CAA to purchase appropriate appliances for the <br />household. <br />4. The City will work with, local retailers to educate them on the programs. Through this program the <br />retailers will be encouraged to carry a variety of Energy Star or CEE appliances. <br />Even though the weatherization of low-to-moderate income households will not be paid for through the <br />grant, the combination of the improvements to the house with the energy efficient appliances will <br />greatly improve the energy efficiency of the homes. The weatherization funds spent on the houses will <br />leverage the replacement funds of this program. <br />The City anticipates hiring an Energy Plan Manager to administer the program through increasing energy <br />partners, working with citizens and setting up the needed program processes. <br />If Other: <br />If you are proposing more than one activity, save this file as many times as needed with successive page numbers.
