The citizens will also benefit from an annual pollution reduction of carbon dioxide, <br />nitrogen oxides, sulfur dioxide and mercury. The City has had an Energy Consumption and Performance <br />Audit completed for the city owned buildings in late 2008. The audit calculated the Energy <br />Utilization Index (EUI) and Energy Cost Index (ECI) for all of the buildings. Knowing the EUI and ECI <br />is useful to help determine the overall energy performance of the City. The City's EUI of 102 <br />indicates the building performance can be improved. According to the Audit, the lighting, occupancy <br />sensors with day-lighting controls, energy saving devices on vending machines, HVAC system retrofits, <br />EMS upgrades and retro-commissioning should be improved or installed in the city hall complex. The <br />work will. be accomplished at 630 E. Hopkins St. The City will use the EECBG funds allocated for this <br />activity to pay for these improvements and will finance the remainder of the funds necessary to <br />accomplish the work. The City will provide staff to oversee the construction. <br />Hays County of which the City is the County seat and the largest city within the County, has been <br />listed as approaching non-attainment. The retrofitting of the complex will provide a long-term <br />solution to rising energy costs, as well as helping the County meet its attainment goals. <br />The City will through the bid process, receive the greatest savings on the installation of the <br />proposed retrofits. The implementation of this portion of the grant program will be accomplished <br />within 12 months of funding. <br />With the funds saved through this project, the City will be able to retain one job. Construction of <br />retrofits will supply 6 temporary jobs. <br />The Building Retrofit Program proposes the following series of steps to ensure accountability: <br />1. The City has completed a Building Assessment of all systems within all City buildings. <br />2. Through this assessment, the City buildings that will realize the greatest savings have been <br />identified and included in this project. <br />3. The City will require that the improvements meet the State competitive bidding processes and assure <br />the best dollar value of the work. <br />4. Construction will. be overseen by City staff with a required final inspection and warranty period. <br />*The City has had the city buildings reviewed for energy efficiency through a review of energy use.
