Attachment D <br />Energy Efficiency & Conservation Strategy for Units of Local <br />Governments & Indian Tribes <br />As detailed in Part 1 of this announcement, all applicants must submit an Energy <br />Efficiency and Conservation Strategy (EECS). Units of local government and Indian <br />tribes have the option of submitting the EECS no later than 120 days after the <br />effective date of the award or at the time of application. Units of local government <br />and Indian tribes who chose to submit the EECS at the time of application shall use <br />the format contained in Attachment D. This form should be saved in a file named <br />"UIC-Strategy.pdf" and click on "Add Optional Other Attachment" to attach. <br />Grantee: City of San Marcos <br />DIMS #: 69462869 <br />Date: 06/0812009 (mm/dd/yyyy) <br />Program Contact Email: RSaimon@sanmarcostx.gov <br />Describe your government's proposed Energy Efficiency and Conservation Strategy. Provide a concise <br />summary of your measureable goals and objectives, which should be aligned with the defined purposes <br />and eligible activities of the EECBG Program. These goals and objectives should be comprehensive and <br />maximize benefits community-wide. Provide a schedule or timetable for major milestones. If your <br />government has an existing energy, climate, or other related strategy please describe how these <br />strategies relate to each other. <br />With the national interest and prioritization of green living as a strategy to reduce the total energy use of every community, <br />the City of San Marcos began over a year ago investing in the process. The City Council budgeted for fiscal year 2009 <br />$250,000 and developed the "Green Team". The Green Team is a group of City staff who were tasked with the responsibility of <br />creating a Green Policy Framework. The Framework included reviewing all aspects of the City organization, identifying "green" <br />program areas, describing the the programs, reporting their status and recommending possible enhancements of the <br />programs. The City has also adopted a Comprehensive Environmental Stewardship Policy. The City is committed to reducing <br />its use of natural resources, to investing in green buildings, vehicles and materials, to saving taxpayer dollars through wise <br />energy use/resource conservation and to improving the overall quality of life in the City. To this end, the City has adopted this <br />environmental policy focusing on the 7 main areas and totaling more than 80 separate initiatives. For the purposes of this <br />EECBG application, the City has focused on 3 of these project activities: 1) the "Development of an Energy Efficiency and <br />Conservation Strategy", 2) "Financial Incentive Programs", and 3) the "Energy Efficiency and Conservation Programs for <br />Buildings and Facilities". The EECBG project activities will support our existing energy efficiency strategy efforts to reduce <br />electricity consumption and emissions. <br />The Development of an Energy Efficiency and Conservation Strategy with goals to: 1) ensure the creation of long-term <br />environmental benefits and to conserve natural resources community wide. 2) create a strategy that will encourage an <br />increase in the number of jobs in the environmental arena. and 3) Establish an educational training program to provide energy <br />services beyond the term of this program. Major Actions Timetable (from funding date): <br />Phase 1: Establish working group/committee that will provide program guidance and establish a process to receive feedback <br />from the community. <br />Phase 2: Finalize retrofit package and select contractors. <br />Phase 3: Establish a rebate and replacement program for residential appliances. <br />Phase 4: Begin program implementation within 90 days. Implement continuous monitoring, verification and inspection. <br />Phase 5: Complete EECBG implementation within 24 months.
