2. Describe your government's proposed implementation plan for the use of EECBG Program funds to <br />assist you in achieving the goals and objectives outlined in the strategy describe in question #1. Your <br />description should include a summary of the activities submitted on your activity worksheets, and how <br />each activity supports one or more of your strategy's goals/objectives. <br />The City's partner for a portion of this project is the Combine Community Action Agency (CCA). The CCA, a non-profit <br />organization serving the low income persons of some of the Central Texas Region, including San Marcos, will income certify and <br />complete an energy audit for low income persons as part of their weatherization program. The CCA will notify the City of <br />possible eligible recipients of appliance replacement up to $3,000 a home through the EECBG program. The City will work with <br />the homeowners directly for the appliance replacement once they are income certified. The City In turn will identify possible <br />recipients of weatherization funds/appliance replacement and will refer these persons to CAA for income certification. The City <br />will also accept applications for appliance rebates without income stipulations. All recipients of either replacement or rebates <br />must be residents of the City of San Marcos. The City also plans to retrofit the city hall complex as the beginning of a long term <br />energy efficiency retrofitting program for all existing city buildings. The City is working with the State Energy Conservation <br />Office (SECO) to consider a low interest loan to retrofit the remaining buildings once the city hall complex is done. We will also <br />partner with federal and state programs to accelerate project implementation. EECBG funding will supplement, not supplant <br />existing fiscal resources. <br />Our planned activities include: <br />a. Reduce energy consumption in existing homes and neighborhoods: <br />The residential energy conservation component of the Green Team Program is the beginning of the City's energy and <br />environmental programs. The program demonstrates the city's involvement and commitment to our citizens. The project will <br />work closely with the local utility and the regional Weatherization Assistance Program (CAA) to coordinate services. We will also <br />work closely with neighborhood leaders, community groups and local contractors to develop an implementation strategy to assist <br />homeowners in developing their own conservation strategies. <br />b. Reduce energy consumption in existing city buildings: <br />The City has begun the process of reviewing the city's existing buildings for energy efficiency. Through this review a number of <br />energy saving upgrades have been identified. The City through the EECBG funds intends to upgrade the city hall complex. With <br />the initial report, the city has set a facility benchmark for these buildings.
