5. Describe how this plan has been designed to ensure that it sustains benefits beyond the EECBG funding <br />period. <br />Energy conservation measures continue throughout their lifetime to provide cost and energy savings and emissions reductions to <br />homes and businesses, The project will track the number of homes retrofitted and all associated energy savings. Energy savings <br />will be tracked on a project-by-project basis and then aggregated by sector. The results will be continually evaluated to track <br />performance and program implementation, and the program will be modified as necessary to meet project goals and reporting <br />requirements. Data collected will consist of but not limited to the energy savings in kWh and CCF by building type, energy cost <br />savings, number of buildings, dollars spent and leveraged, building square footage, audits performed and jobs created. <br />A key component of the City's Green Program is education and outreach to give residents and business leaders of our <br />community a greater understanding of how important it is to reduce energy and water consumption. These EEMs are not only <br />beneficial to neighborhoods and surrounding communities, but are sound mitigation tools to lower utility costs for homes and <br />businesses and to reduce greenhouse gas emissions and improve air quality. <br />Savings resulting from measures funded through the EECBG funds are to be managed by the city's finance office and reinvested <br />into the fund for future energy efficiency/sustainability initiatives. <br />6. The President has made it clear that every taxpayer dollar spent on our economic recovery must be <br />subject to unprecedented levels of transparency and accountability. Describe the auditing or monitoring <br />procedures currently in place or that will be in place (by what date), to ensure funds are used for <br />authorized purposes and every step is taken to prevent instances of fraud, waste, error, and abuse. <br />The project will be managed by the city's Conservation Office. The Office is responsible for developing and implementing <br />sustainability programs and practices targeted at city departments, employees, the business community and the general <br />public. The Office director will be responsible for the plan development and implementation, and will regularly present budget <br />and metric results to the city manager and city council. The Office director will work with the city's EECBG working committee <br />of city, utility and public stakeholders to review the plan and provide for public input. Project highlights and results will be <br />posted on the city's website. City funds for the project will be managed by the city manager. In coordination with the city's <br />building inspection department, a pre and post-inspection process will confirm that measures were installed according to <br />project procedures.
