7 <br />Regular Meeting October 9, 1995 Page 6 <br />Mayor Morris introduced for consideration Item 9.D.(3) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR VENDING SERVICES TO AVS FOOD <br />SERVICES; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br />CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. Mr. Gilley advised the Council the City will <br />receive more money under the terms of this contract. The Council <br />voted unanimously for adoption of the Resolution. <br />Mayor Morris introduced for consideration approval to authorize the <br />sale of the Old First Christian Church at 222 W. San Antonio Street <br />and establish a new minimum bid amount. Mr. Moore moved to <br />authorize the sale of the Church and Mr. Mooney seconded the motion. <br />Mr. Hart moved to amend the motion to establish the new minimum bid <br />amount to remain $200,000.00 and Mr. Moore seconded the motion. Mr. <br />Cox stated there is another proposal that has been received with <br />$35,000.00 committed to date. On roll call for Mr. Hart's motion to <br />set the bid amount at $200,000.00, the following vote was recorded: <br />AYE: Moore, Mooney, Hart, Morris, Cox. <br />NAY: Guerra, Hernandez. <br />ABSTAIN: None. <br />On roll call to authorize the sale of the Church, the following vote <br />was recorded: <br />AYE: Moore, Mooney, Hart, Morris, Guerra, Hernandez. <br />NAY: Cox. <br />ABSTAIN: None. <br />Mayor Morris introduced a discussion regarding the appointment of a <br />representative to the National Organization of Disability (NOD) and <br />direction to Staff. Mayor Morris suggested when the Human <br />Development Commission is appointed to request them to recommend a <br />name from their group to the City Council to confirm as the NOD <br />representative (Mr. Hernandez left the meeting room at 8:40 p.m. and <br />returned later in the meeting). <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />advised the Council all employees would be receiving ADA training <br />this week for employees to become more aware of the needs of the <br />disabled. Mr. Gilley will provide the schedule of meetings to the <br />Council. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />stated the Charter Review Commission is considering information from <br />TML regarding Council compensation per meeting and benefits. They <br />have requested Council feedback, and the Council stated they have no <br />interest in pursuing this. Mayor Morris requested the Charter <br />Review Commission look at agenda authority, and Mr. Hart stated he <br />would want them to look at the most efficient way to handle_ agendas. <br />Mayor Morris introduced the City Council's Report. (1) Mr. Moore <br />stated he talked with Dr. Gervias. SWT is interested in the <br />incubator project, and it will be done in phases (Mr. Hernandez <br />present at 8:55 p.m.). (2) Mr. Moore stated in connection with the <br />Sierra suit Votteler is asking for data on the headwaters of the San <br />Marcos River, springs and flow, and he has been referred to Staff, <br />Phil Neighbors, Frances Stovall and Alton McGehee for his <br />information. (3) Mayor Morris stated she attended the NLC FAIR <br />Meeting, and they are adjusting their policy regarding a balanced <br />budget and decrease in the deficit. They are formulating an agenda <br />to take to Washington D.C. There has been an extension to November <br />12 and another extension expected. NLC FAIR has taken the position <br />all items are on the table for a deficit reduction proposal.
