City Council Meeting Minutes October 20, 2015 8. Consider approval of Resolution 2015-142R approving the terms and conditions of an Interlocal Agreement with the Capital Area Emergency Communications District for Public Safety Answering Point Maintenance, Equipment Upgrade and Training; authorizing the City Manager or his designee to execute this Interlocal Agreement on behalf of the City; and declaring an effective date. 9. Consider approval of Resolution 2015-143R, granting an easement to Bluebonnet Electric Cooperative, Inc. for the installation of Electric Utility Facilities to serve the Cottonwood Creek Subdivision; authorizing the City Manager to execute said easement on behalf of the City; and declaring an effective date. 10. Consider approval of Resolution 2015-144R authorizing an application submission for a Mitigation Grant for the City of San Marcos through the Flood Mitigation Assistance Grant Program (FMA); and declaring an effective date. A motion was made by Council Member Thomaides, seconded by Council Member Hughson, to approve Resolution 2015-1448. Consider approval of Ordinance 2015-28, on the second of two readings, annexing into the City 417.630 acres of land, more or less, out of the William H. Van Horn Survey, Abstract No. 464, located on the east side of IH -35 and south of Posey Road; approving a service plan for this area; including procedural provisions; and providing an effective date. A motion was made by Council Member Hughson, seconded by Council Member Prewitt, that Ordinance 2015-28 be postponed to the October 26, 2015 Special Meeting at 5:30 p.m. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tem Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomaides 12. Consider approval of Ordinance 2015-42, on the second of two readings, related to the Highpointe Investments ("Trace") mixed use development project located on 417.63 acres of land, more or less, located between South IH -35 and old Bastrop Highway and South of Posey Road: amending the official zoning map of the City by establishing a zoning classification for said tract of "PDD" Planned Development District with base zoning districts of "SF -6" Single -Family District, "MF -24" Multiple -Family Residential District, "GC" General Commercial District, "CC" City of San Marcos Page 4
