City Council Meeting Minutes October 20, 2015 <br />Council Member Prewitt, that Resolution 2015-1458 be approved. <br />Motion to amend: A motion was made by Council Member Thomaides, <br />seconded by Council Member Prewitt, that Resolution 2015-145R be amended <br />to include the following language, "Include the following language: "Whereas, <br />the City of San Marcos desires to create a public improvement district, as an <br />incentive, to provide additional single family housing options for San Marcos <br />residents, including first time homebuyers." The motion carried by the <br />following vote: <br />For: 6 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Mayor <br />Pro -Tem Prather, Council Member Prewitt and Council Member Hughson <br />Against: 1 - Deputy Mayor Pro Tem Scott <br />Main Motion: that Resolution 2015-145R be approved as amended. The <br />motion carried by the following vote: <br />For: 7- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tem Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />17. Consider approval of Resolution 2015-146R, approving the Trace Public Improvement <br />District Financing Agreement, Service and Assessment Plan and Reimbursement <br />Agreement between Highpointe Trace, LCC, a California limited liability company and <br />the City of San Marcos, Texas, a Texas home rule municipality. <br />Main Motion: A motion was made by Council Member Prewitt, seconded by <br />Mayor Pro -Tem Prather, that Resolution 2015-146R be approved. <br />Motion to amend: A motion was made by Council Member Hughson, <br />seconded by Council Member Prewitt, that Resolution 2015-146R be amended <br />by amending Section 2.03 (b) added to the end of paragraph Reimbursement to <br />Owner from Special Assessments will be made only if City fails to issue Pubic <br />Improvement District Bonds within six (6) months of receiving a Bond Issuance <br />Request in accordance with Section 5.01 (a) of this Agreement. Owner agrees <br />to reduce the amount of Pubic Improvement District Bonds to be issued by an <br />amount equal to the reimbursements received. The motion carried by the <br />following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tem Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />Main Motion: to approve Resolution 2015-146R, as amended.
