Willie Higgs <br />stated he is opposed to the surcharge. He stated the City has <br />already increased water and sewer. He doesn't understand why his <br />laundry business surcharge is so high, and believes someone else's <br />drainage is comleg into his. He wants the surcharge rescinded <br />entirely. Kathy Dillon stated she wanted to speak on tourism. She <br />stated it is not thriving in San Marcos. Hotel occupancy is down <br />and revenues are up only because of increased rates. She'stated the <br />CVB Board needs to become more effective, and a recent business plan- <br />was discussed behind closed doors. David Ellis and E. Paul signed <br />up to speak and were not present to speak. Frank Arredondo stated <br />he attended a CVB Board Meeting last week and stated there was a <br />lack of professionalism in the conduct of the meeting. He stated the <br />administrative cost in their budget is excessive, and the City has <br />been too generous in funding and should look into this matter. Nina <br />pryatel thanked the City for appointing her to serve as the lay <br />representative to the Central Texas Library System. She stated they <br />are a committed group of 60 libraries from 30 counties. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Main Street Advisory Board to complete a vacancy. <br />Mr. Moore moved to appoint Gay Villareal who owns Art Gecko in the <br />downtown area to complete a vacancy as a downtown business owner, <br />, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Housing Authority Board. Mr. Hart moved to appoint Judy <br />Masack, then withdrew her name from consideration. Mr. Hernandez <br />suggested the Council consider amending the Ordinance to allow at <br />least one resident to serve on this Board who lives in the ETJ. Mr. <br />Taylor was directed to bring an amendment to the Ordinance on <br />emergency at the next meeting if State law permits this amendment <br />and reschedule this appointment for the next meeting. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the San Marcos Electric Utility. The Council requested this be <br />rescheduled at the next meeting. <br />* Mr. Guerra present at 8:31 p.m. <br />
