<br />121 <br /> <br />, <br />! <br />Regular Meeting September 25, 1995 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Human Services Advisory Board. Mr. Moore moved <br />to appoint Frances Perez, which passed,unanimously. <br /> <br />Mayor Morris introduced for consideration approval of appointments <br />to the Senior Citizens Task Force. The Council discussed the <br />following names which were submitted for consideration: - <br /> <br />Harvey Miller City Senior Citizens Advisory Board <br />Frances Emery City Parks and Recreation Advisory Board <br />Richard Zeni City AARP (American Association of Retired <br />People) <br />To Be Filled City African American Community <br />Martha Mendez City Hispanic Community <br />To Be Filled City Central Texas Medical Center <br />Rumaldo Z. Juarez City Southwest Texas State University <br />Alicia Morgan City Community Action Agency/Senior <br />Citizens Center <br />Phillip M. Hopkins Out Representative of Retirement Homes <br />Sandy Ransom Out Community at Large <br />W. Bailey Barton Out Community at Large <br />Anatasia Barber City Community at Large <br />John Holterman City Silver Haired Legislator <br />To Be Filled City Housing Authority <br />Doris Colgin City San Marcos-Hays County Senior <br />Association <br />To Be Filled City RSVP (Retired Seniors Volunteer <br />Program) <br />Alton G. Brieger City SMART (San Marcos Association of <br />Retired Teachers) <br /> <br />Mayor Morris moved to appoint the above names and Mr. Moore seconded <br />the motion, which passed unanimously. The Council will complete the <br />remaining four appointments at the next meeting, and all must reside <br />in the City limits. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM OPEN SPACE/FLOODPLAIN TO COMMERCIAL FOR A 0.521 <br />ACRE PORTION OF A TRACT OF PROPERTY LOCATED AT 1627 WEST <br />HOPKINS STREET AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Hart moved for adoption of the Resolution and Mr. Mooney seconded <br />the motion, which passed unanimously (Mr. Moore not present to vote <br />on this item). <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.2938 ACRE TRACT OF PROPERTY LOCATED AT 1533 POST ROAD FROM <br />II Mil (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) <br />TO IMF-2" (MULTI-FAMILY DISTRICT [MEDIUM DENSITY]) AND - <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Mark VanKleef stated he felt the Planning and Zoning <br />Commission had gone beyond their duties regarding this matter. He <br />stated the owner was requesting rezoning and not a building permit. <br />No one else wished to speak, so Mayor Morris closed the public <br />hearing. Mr. Hart moved for adoption of the Zoning Ordinance and <br />Mr. Moore seconded the motion. Mr. Patterson indicated Planning and <br />Zoning was concerned with the small size of the tract for <br />multi-family use.
