Mr. Moore moved to appoint Frances Perez, which passed,unanimously. Mayor Morris introduced for consideration approval of appointments to the Senior Citizens Task Force. The Council discussed the following names which were submitted for consideration: - Harvey Miller City Senior Citizens Advisory Board Frances Emery City Parks and Recreation Advisory Board Richard Zeni City AARP (American Association of Retired People) To Be Filled City African American Community Martha Mendez City Hispanic Community To Be Filled City Central Texas Medical Center Rumaldo Z. Juarez City Southwest Texas State University Alicia Morgan City Community Action Agency/Senior Citizens Center Phillip M. Hopkins Out Representative of Retirement Homes Sandy Ransom Out Community at Large W. Bailey Barton Out Community at Large Anatasia Barber City Community at Large John Holterman City Silver Haired Legislator To Be Filled City Housing Authority Doris Colgin City San Marcos-Hays County Senior Association To Be Filled City RSVP (Retired Seniors Volunteer Program) Alton G. Brieger City SMART (San Marcos Association of Retired Teachers) Mayor Morris moved to appoint the above names and Mr. Moore seconded the motion, which passed unanimously. The Council will complete the remaining four appointments at the next meeting, and all must reside in the City limits. Mayor Morris introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM OPEN SPACE/FLOODPLAIN TO COMMERCIAL FOR A 0.521 ACRE PORTION OF A TRACT OF PROPERTY LOCATED AT 1627 WEST HOPKINS STREET AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Morris closed the public hearing. Mr. Hart moved for adoption of the Resolution and Mr. Mooney seconded the motion, which passed unanimously (Mr. Moore not present to vote on this item). Mayor Morris introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.2938 ACRE TRACT OF PROPERTY LOCATED AT 1533 POST ROAD FROM II Mil (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO IMF-2" (MULTI-FAMILY DISTRICT [MEDIUM DENSITY]) AND - DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak. Mark VanKleef stated he felt the Planning and Zoning Commission had gone beyond their duties regarding this matter. He stated the owner was requesting rezoning and not a building permit. No one else wished to speak, so Mayor Morris closed the public hearing. Mr. Hart moved for adoption of the Zoning Ordinance and Mr. Moore seconded the motion. Mr. Patterson indicated Planning and Zoning was concerned with the small size of the tract for multi-family use.
