97 Regular Meeting September 11, 1995 Page 4 Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE NATIONAL LEAGUE OF CITIES TO BE HELD IN NOVEMBER AND DECEMBER, 1995¡ AUTHORIZING THE MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS¡ AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for adoption of the Resolution and amendment to include Fred Guerra as the Voting Delegate in PART 1 and Billy G. Moore as the Alternate Voting Delegate in PART 2 and Mr. Mooney seconded the ,motion, which passed unanimously. Mayor Morris introduced for consideration approval of the minutes of the Special Meeting held August 24, 1995, the Regular Meeting held August 28, 1995 and Special Meeting held September 5, 1995, removal from the table and consideration for approval of an Ordinance on second reading, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, adoption of six. Resolutions and approval to authorize the sale by bid of Lots 4-9, Block 8, Victory Gardens, First Addition, on consensus. The Council removed Items 9 .B., 9. E. (3), 9.E. (4) and 9. E. (6) to be considered separately. Mr. Guerra moved for approval of the minutes of the Special Meeting held August 24, 1995 (Messrs. Moore, Mooney and Guerra abstaining), Regular Meeting held August 28, 1995 (Messrs. Mooney and Hernandez abstaining) and Special Meeting held September 5, 1995 (Messrs. Moore, Hart and Guerra abstaining), approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, adoption of the remaining three Resolutions and approval to authorize the sale by bid of Lots 4-9, Block 8, Victory Gardens, First Addition, by consensus and Mr. Cox seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE II, SECTION B OF THE CITY SUBDIVISION ORDINANCE TO DEFINE MINOR PLATS AND TO PROVIDE REVIEW AND APPROVAL PROCEDURES FOR MINOR PLATS¡ DELEGATING AUTHORITY TO THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT DIRECTOR TO APPROVE CERTAIN MINOR PLATS¡ INCLUDING PROCEDURAL REVISIONS ~ND DECLARING AN EFFECTIVE DATE. Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 31-3 OF THE SAN MARCOS CODE OF ORDINANCES TO ALLOW AN ADDITIONAL MEMBER OF THE AIRPORT COMMISSION TO RESIDE OUTSIDE THE CITY¡ INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RATIFYING THE SUBMISSION OF A CONTRACT AMENDMENT REQUEST FOR THE SMALL BUSINESS INCUBATOR GRANT CONTRACT BETWEEN THE CITY AND THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS¡ AUTHORIZING THE MAYOR TO EXECUTE THE AMENDMENT ON BEHALF OF THE CITY¡ AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF Sfu~ MARCOS, TEXAS, APPROVING LETTER AGREEMENTS BETWEEN THE CITY AND TECHLINE, INC. TO EXTEND THE TERMS OF TWO ANNUAL CONTRACTS FOR THE PURCHASE OF LUMINAIRES¡ AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENTS ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE.
