<br /> 96 <br />Regular Meeting September 11, 1995 Page 3 <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAPTER 16, MISCELLANEOUS OFFENSES AND <br /> PROVISIONS, OF THE SAN MARCOS CODE OF ORDINANCES¡ BY ADDING <br /> SECTION 16-9, RESTRICTIONS ON ACTIVITIES ON BRIDGES CROSSING <br /> THE BLANCO RIVER¡ INCLUDING PROCEDURAL PROVISIONS AND PROVIDING <br /> AN EFFECTIVE DATE. <br />Mr. Cox moved for approval of the Ordinance on first reading and Mr. <br />Moore seconded the motion. Mr. Gilley advised the Council this is <br />primarily a safety issue. There is heavy traffic and visibility is <br />limited. It becomes a significant traffic hazard with people on the <br />bridge, and Staff is recommending prohibition. The County is also <br />prohibiting people on the bridge. On roll call the following vote <br />was recorded: <br /> AYE: Moore, Mooney, Hart, Cox, Hernandez. <br /> NAY: Morris, Guerra. <br />ABSTAIN: None. . <br />Mayor Morris introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider the <br />Ordinance. The caption reads as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br /> A 2.76 ACRE TRACT OF PROPERTY LOCATED AT 2525 INTERSTATE <br /> HIGHWAY 35 SOUTH, FROM "C" (COMMERCIAL DISTRICT) TO "Ll" (LIGHT <br /> INDUSTRIAL DISTRICT) ¡ AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration reconsideration of <br />approval of an Ordinance on second reading, the caption which was <br />read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING EXHIBIT B TO SECTION 30-35 OF THE SAN MARCOS <br /> CODE OF ORDINANCES TO INCREASE SEWER RATES¡ INCLUDING <br /> PROCEDURAL PROVISIONS¡ AND DECLARING AN EFFECTIVE DATE. <br />Mr. Mooney moved to reconsider the Ordinance on second reading and <br />Mr. Moore seconded the motion, which passed unanimously. Mr. Cox <br />moved to approve the Ordinance on second reading and Mr. Moore <br />seconded the motion. Mr. Guerra then moved to amend the Ordinance <br />to be adopted on emergency and Mr. Moore seconded the motion, which <br />passed unanimously. Jack Fairchild of the San Marcos River <br />Foundation stated they endorse approval of this Ordinance. Mr. <br />Gilley stated the rate increase is driven by the upgrade to 9 <br />million gallons per day and improvements to the collection system. <br />The Council then voted unanimously for approval of the Ordinance. <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, NOMINATING CANDIDATE(S) AND SEEKING THE RECOMMENDATION <br /> BY THE TEXAS MUNICIPAL LEAGUE FOR APPOINTMENT TO THE NATIONAL <br /> LEAGUE OF CITIES BOARD OF DIRECTORS AND COMMITTEES¡ AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. Mayor Morris moved to amend the Resolution in <br />PART 2 as follows: Joe B. Cox, Jr., Energy, Environment and Natural <br />Resources Steering Committee¡ Billy G. Moore ,. Community and Economic <br />Development Steering Committee¡ and Robert Mooney, Human Development <br />Steering Committee, and Mr. Guerra seconded the motion, which passed <br />unanimously. The Council made no recommendation to the Board of <br />Directors, so PART 1 was deleted from the Resolution. The Council <br />then voted unanimously for adoption of the Resolution. <br />
