<br />,51 I <br />! <br />Regular Meeting August 14¡ 1995 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration two appointments to the <br />Housing Authority Board. Mr. Moore moved to appoint Richard Cruz <br />and Mayor Morris moved to appoint Mary S. Maness¡ which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Airport Commission. Mr. Moore moved to appoint ---- <br />Robert Fischer (who resides inside the City limits) ¡ which passed ¡ <br />unanimously. The Council discussed the three Airport Commissioners! <br />who reside outside the City limits. The Ordinance allows only two <br />members to reside outside the City limits. When Susana Martinez was <br />appointed to the Commission, the Council thought there was only one <br />member residing outside the City limits. The Council directed the <br />Ordinance creating the Airport Commission be amended to allow three <br />members to reßide outside the City limits until such time as Susana <br />Martinez' term expires, and then to be brought back to the Council <br />after that time to again be amended back to allow only two members <br />to reside outside the City limits. <br /> <br />Mayor Morris introduced a formal public hearing on the 1995-1996 <br />Budget, including all funds. Ollie Giles, Chair of the Greater San <br />Marcos Neighborhood Association¡ stated they were pleased with the <br />budget and would be in favor of the neighborhood coördinator being <br />full-time instead of part-time. Jack Chaney¡ Chair of the Heritage <br />Neighborhood Association, requested language be included in the <br />Master Plan that will address their traffic issues and the speed <br />humps. Ron Jager stated the City could use hotel/motel funds for <br />historical renovation¡ and he felt the Meadows Foundation might <br />accept this as our funding. The Council requested this matter be <br />researched to see if that is possible. Alma Briggs requested the <br />City include a grant writer in the budget. Bob Sappington stated he <br />would support the Mayor appointing a study group to determine what <br />our needs are before we spend any money. He recommended CVB funds <br />be monitored more closely and does not think they function properly. <br />Earl Moseley stated his church group is interested in purchasing the <br />Old Christian Church, and they are currently holding services in the <br />building. They are interested in bringing groups together and hopes <br />the City will bid the property for sale. Ollie Giles asked if the <br />Council was going to consider the neighborhood coordinator as a <br />full-time position, and Mayor Morris stated there needs to be a <br />trial period, and the position will only be part-time. No one else <br />wished to speak, so Mayor Morris closed the public hearin~. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, INCREASING THE RESIDENTIAL SOLID WASTE COLLECTION RATE; <br />PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION; AND DECLARING AN <br />EMERGENCY. <br /> <br />Mayor Morris stated this will increase the rate by 33 cents. Mayor <br />Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Moore moved for adoption of the Ordinance on emergency and Mr. i <br />Guerra seconded the motion. On roll call the following vote was ¡ <br />recorded: <br /> <br />AYE: Moore¡ Mooney, Hart, Morris¡ Guerra. <br /> <br />NAY: Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br />TEXAS, APPROVING THE ABANDONMENT OF A 0.15 ACRE PORTION OF <br />FREDERICKSBURG STREET IN THE D.
