<br /> <br />24 <br /> <br />Regular Meeting <br /> <br />July 24, 1995 <br /> <br />Page 8 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR THE RIVER ROAD AREA <br />IMPROVEMENTS PROJECT TO OLMOS CONSTRUCTION, INC; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS <br />, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN <br />INTERLOCAL AGREEMENT BETWEEN THE CITY AND SAM HOUSTON <br />STATE UNIVERSITY FOR COMPUTER SOFTWARE AND EQUIPMENT <br />FOR THE POLICE DEPARTMENT; AUTHORIZING THE CITY MANAGER <br />OF SAN MARCOS TO EXECUTE THE AGREEMENT ON BEHALF OF THE <br />CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Pro-Tem Mooney introduced for consideration Item 10.C(4) removed from <br />. <br />the consensus agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, REAFFIRMING THE LIST OF THE CITY'S PROJECT PRIORITIES <br />IN CONJUNCTION WITH THE TEXAS DEPARTMENT OF <br />TRANSPORTATION'S 1996-98 RURAL TRANSPORTATION <br />IMPROVEMENT PROGRAM FOR THE AUSTIN DISTRICT; APPROVING <br />THE SUBMISSION OF THIS RESOLUTION TO THE TEXAS DEPARTMENT <br />OF TRANSPORTATION; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption and Mr. Hernandez seconded the motion. Mr. Hernandez <br />suggested rearranging the priorities slightly. Mr. Hernandez suggested that Item 3 <br />Highway 123/FM621 Intersection Realignment be moved up to NO.2 and that NO.2 Center <br />Point Overpass Widening be moved to NO.3. Mr. Gilley stated this is referencing the <br />federal TIP and he does not believe there are any federal funds associated with the <br />Highway 123/FM621 realignment project. Mr. Gilley stated he did not think there would <br />be any negative effect in swapping the two but wanted to point out they were talking about <br />federally funded projects. Ms. Huffman stated she spoke to the area engineers and the <br />123 project is scheduled for next summer and the Center Point project is scheduled for <br />1998. Mr. Phil Neighbors spoke in favor of keeping the Railroad Overpass as # 1. Ms. <br />Jane Hughson stated she was concerned because Council is discussing the overpass <br />which is good but that nothing has been said about Loop 110 and moving the railroads out <br />of town. Ms. Hughson stated if the Council does not say what is their preference it dilutes <br />what the rest of the people say. Mr. Gilley stated there has been discussion about this <br />issue and the reason the railroad overpass remains the single most important project is <br />because the TIP has no official records with the Texas Department of Transportation that <br />reflect the railroad in conjunction with the Loop 110 project is even a possibility. Mr. Gilley <br />stated TXDOT has been told that while the City is making a real strong push for the <br />railroad relocation, we don't want to give up any ground on the overpass because the City <br />wants to make sure something happens. Discussion ensued. Mr. Taylor stated according <br />to the discussion he had with Mr. Gilley and others a cover letter was to be put together <br />to keep the Loop 110 Rail Relocation on the table but they were looking at the 3 year TIP <br />and no one has talked about the Loop 110 proposal as being a 3 year project. Mr. Taylor <br />stated it was unrealistic to include it in this 96-98 TIP and it could be included as an <br />objective in the cover letter. Mr. Moore moved to amend the priority listing by listing as No. <br />1. Railroad Overpass/Correction At Grade Railroad Traffic Conflicts and by moving No.3 <br />Highway 123/FM621 Intersection Realignment up to NO.2 and moving NO.2 Center Point <br />Overpass Widening down to NO.3. Mr. Taylor suggested in the heading the word <br />"reaffirming" be changed to "approving", Mr. Moore accepted Mr. Taylor's suggestion as <br /> <br />
