Mr. Hernandez seconded the motion which passed unanimously. <br />On the original motion the vote passed unanimously. <br /> <br />Mayor Pro- Tem Mooney introduced for consideration Item 10C(5) removed from the <br />consensus agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, RESCINDING A TAX ABATEMENT CERTIFICATE ISSUED BY <br />THE CITY TO SAN MARCOS FACTORY STORES, L TD; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval and Mr. Guerra seconded the motion. Mr. Taylor informed <br />the Council the San Marcos Factory Stores had paid the amount in full. Mr. Moore moved <br />to amend his motion to table the resolution and Mr. Hernandez seconded the motion which <br />passed unanimously. <br /> <br />Mayor Pro-Tem Mooney introduced for discussion a report from Ron & Marie Jager <br />regarding fundraising efforts for the Old Christian Church Renovation Project. Mr. Jager <br />spoke regarding the Old Christian Church Project. Mr. Jager stated they have had several <br />discussions with the foundations and have not been given a final answer on the request <br />for funding. Mr. Jager stated they are not asking for another deadline extension for the <br />funding process and are honoring the July 28th deadline. Mr. Jager stated even with the <br />local pledges received of $27,000 plus the two outstanding requests do not add up to the <br />$300,000 the City has established. Mr. Jager stated this project could be more frugal <br />rather than being upscale as it was designed to be. Mr. Jager stated $89.00 a square foot <br />is not frugal, which has been a problem for both them and the City in approaching the <br />foundations. Mr. Jager stated after discussing these concerns with others in the building <br />and design professions they believe and they have substantial support that a frugal version <br />of the entire facility east and west wing renovations could be accomplished for about <br />$69.00 per square foot. Mr. Jager stated this would bring the cost down from a currently <br />projected quote of $745,000 for the east and west wings together. Mr. Jager stated they <br />would like for the City to call in some architects to throw a different light on this entire <br />project from the approach they have taken. Mr. Jager stated in absence of significant <br />outside funding for an upscale renovation a more frugal approach be taken by the City <br />Council. Mr. Jager stated they felt this building should be more of a local service facility <br />for people that have a real need. Mayor Pro-Tem Mooney stated the Council would take <br />his suggestions into consideration. <br /> <br />Mayor Pro-Tem Mooney introduced the City Manager's Report. Mr. Gilley had no <br />report at this meeting. <br /> <br />Mayor Pro-Tem Mooney introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Pro-Tem Mooney introduced the City Council's Report. Mr. Hernandez <br />reported on the study that was done for the traffic light at Roosevelt & Guadalupe and a <br />letter had been received from the Texas Department of Transportation dated July 12th <br />concerning that intersection. Mr. Hernandez reported the letter stated this intersection <br />did not meet the minimum requirements to warrant a traffic light at that intersection. Mr. <br />Hernandez suggested the Council request another study be done and the Council <br />accompany that request to any other official of the Texas Department of Transporation <br />beyond the regional director's area. Mr. Hernandez suggested the request be passed on <br />beyond the regional director to place some emphasis on this intersection because traffic <br />when school is in session is really bad.
