<br />84 <br /> <br /> <br /> <br />Regular Meeting June 26, 1995 Page 5 <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING, BOTH AS TO FORM AND CONTENT, PRELIMINARY <br />OFFICIAL STATEMENTS RELATIVE TO THE CITY OF SAN MARCOS, TEXAS, <br />GENERAL OBLIGATION REFUNDING BONDS, SERIES 1995, AND WATERWORKS <br />AND SEWER SYSTEM REVENUE REFUNDING BONDS, SERIES, 1995, AND <br />AUTHORIZING FIRST SOUTHWEST COMPANY TO DISTRIBUTE SAID <br />I STATEMENTS AND APPOINT UNDERWRITERS OF THE BONDS. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE SALE OF A 0.116 ACRE (5,056.23 SQUARE <br />FOOT), MORE OR LESS, TRACT OF PROPERTY BEING A PORTION OF LOT <br />1, BLOCK 7 IN THE D. S. COMBS ADDITION (ALSO KNOWN AS LOT 2 OF <br />FARM LOT 13) TO THE PENTECOSTAL TEMPLE CHURCH OF GOD IN CHRIST; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration Item 7.D. (8) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT FOR <br />MUTUAL AID IN FIRE DEPARTMENT SERVICES BETWEEN THE CITY AND THE <br />CITY OF ~RTINDALE, TEXAS; AUTHORIZING THE CITY MANAGER OF SAN <br />MARCOS TO EXECUTE TBE AGREEMENT AND DECLARING AN EFFECTIVE <br />,DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. Mr. Mooney asked if this agreement was <br />mutually advantageous to both cities. Fire Chief O'Leary stated the <br />primary benefit of the agreement is the assistance of Martindale in <br />I ground cover (grass) fires, as San Marcos only has one vehicle for <br />that type fire and need help when this type of fire occurs. <br />Volunteer Fire Departments. mostly d~al with these types of fires. <br />The Council voted unanimously for adoption of the Resolution <br />(Messrs. Moore and Hernandez not present during this vote). <br /> <br />Mayor Morris introduced a discussion regarding renewal of a contract <br />with sign Crafters for placement of benches and discussion of bench <br />locations at designated trolley stops and direction to Staff. The <br />Council discussed the location of benches only at bus stops. Mr. <br />Moore stated he would like to see the location of resting'benches, <br />such as in Juan Veramendi Plaza. Mr. Gilley was directed to add <br />benches in the Sidewalk Plan. Nina pryatel stated we only need <br />benches at bus stop locations without advertising signs. Scott <br />Vaughn of sign Crafters pays the city approximately $600-$700 <br />annually through this agreement and stated he would be pleased to <br />provide benches at the bus locations. Mr. Hernandez suggested we <br />work with CARTS to place the benches at bus stops and remove benches <br />that do not serve a transportation need. Mr. Vaughn stated he <br />presently has 58 benches located in San Marcos. . <br /> <br />Mayor Morris introduced the receiving of a Report from the Sunset <br />Advisory Commission and direction to Staff, a copy of the Report <br />being attached to these minutes. Vice Chair Soila Rodriguez was <br />I present. Four recommendations were listed in the Report. The <br />Commission stated that if they were to truly be a Sunset commission, <br />they needed to be given the authority, or change the name of the <br />Commission if they are not given authority. It was consensus of the <br />Council their review be limited to just Boards. Mayor Morris <br />expressed an interest in looking into the possibjlity of combining <br />the Fair Housing Commission, commission for Women, Commission for <br />Minorities, Senior citizens Advisory Board and the Mayor's <br />commission on Youth. Mr. Mooney stated he wan~s training sessions <br />for the Chairs of the Boards. Mayor Morris stated the city still <br />seeks ways to reach volunteers in th~ community to serve on Boards. <br />Staff was directed to draft the role of the combined Board. The <br />city Council determined the recommendations 1 and 2 listed in the <br />Report are being met. Council was in agreemen~ with the Sunset <br />Advisory commission to exclude their review of Boards which appear <br />in thQ Charter and temporary Boards and Committees. The city <br />
