<br />85 <br /> <br /> <br />Regular Meeting June 26, 1995 Page 6 <br /> <br /> <br />council discussed renaming the Sunset Advisory Commission but did <br />not reach a decision: Staff was directed to draft a new mission for <br />the combined Board and transition for the Boards affected by the <br />first meeting in september. <br /> <br />Mayor Morris introduced the San Marcos Board and Commission Handbook <br />for discussion. The council stated the Handbook represented good <br />work. Mr. Gilley thanked Collette Duran for putting the handbook I <br />together. Mr. Gilley asked the Council if they wished to formally <br />adopt the handbook by Resolution and allow Staff to be able to <br />revise the handbook as needed, and Council agreed to this procedure. <br />council discussed the addition of certain materials, such as a copy <br />of Robert's Rules, Bylaws, Charter and Handbook be provided to Board <br />Members, and Mr. Taylor responded he recommends we go by the <br />procedures that are already listed in the handbook. Orientation <br />, will be held twice a year and occasionally with Chairs as changes <br />I ' occur in Chairs. The specifics of each Board will be left to Staff <br />liaisons to review with Board Members. <br />I ! <br />: Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />: no report at this meeting. <br />! <br />I' Mayor Morris introduced the city Attorney's Report. Mr. Taylor <br />stated the plan was released by the Court monitor last Friday <br />! reg~rding the Edwards Äquif~r. . <br /> <br />1 Mayor Mqrris.introduced the city Council's Report. (1) Mayor <br />1 Morris introduced a discussion regarding off-street parking in <br />residential neighborhoods. Mr. Cox is supportive of this. He <br />thinks this is a concern the Council needs to deal with, and the <br />city has a co~~itment to neighborhoods. Mr. Moore stated the <br />Council needs to take a deliberate look, as some citizens have no <br />garages or driveways, and he does not think we should forbid them I <br />from parking off-street. Mr. Moore stated the proposal says if you <br />park off the street, it needs to be in a paved area. Mr. Hernandez <br />stated this will create a hardship for some who now pull up to the <br />front of their houses. We may need to propose alternatives. Ron <br />Patterson stated they are looking at zoning applicable neighborhood <br />to neighborhood and could enforce this through the Zoning Ordinance. <br />Staff was directed to draft an Ordinance and have Planning and <br />Zoning review it. Mayor Morris stated she does not want the Council <br />to be placed in the position of requiring residents to pave front <br />yards or make driveways, which could cause additional drainage <br />problems and the cost might be difficult. Mr. Hart stated we should <br />allow each neighborhood to deal with this issue through deed <br />restrictions. He stated this could become one more reason why <br />people are building out of the City limits. It was consensus of <br />council to have Planning and Zoning and the neighborhoods look at <br />this issue. (2) Mr. Mooney stated he and Mr. Taylor attended a <br />meeting for Mayors and city Managers in New Braunfels. A similar <br />meeting is scheduled in San Marcos on July 19. Mayor Morris stated <br />she wants to offer an alternative date. (3) Mr. Moore stated he, <br />Mr. Taylor and Melissa Millecam held a meeting with others from the <br />Edwards Underground Water District, and offered assistance in <br />helping them get the Board started up. <br /> <br />Mayor Morris introduced an Executive Session pursuant to the I <br />Government Co¿e, Section 551.071 to discuss pending litigation <br />(Sierra Club vs. Babbitt), contemplated litigation and matters where <br />the city Attorney's ethical duty to the City clearly conflicts with <br />Government Code Chapter 551; and section 551.074 to discuss duties <br />of public officers (Mayor and city Manager). Mr. Hart moved to <br />adjourn intc' Executive Session at 10:47 p.m. and Mr. Hernandez <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Hernandez moved to reconvene at 11:58 p.m. and Mr. Moore <br />seconded the motion, which p~ssed unanimously. <br />
