City Council Meeting Minutes March 15, 2016 <br />increase of $20,500.00 (ACTS NO. 3), and this increase of $20,850.00 (ACTS NO. 4) <br />above the previous not -to- exceed contract amount of $15,000.00; ratifying the City <br />Manager's execution of this agreement on behalf of the City; authorizing the City <br />Manager or his designee to execute authorization of Change in Services No. 4 on <br />behalf of the City; and declaring an effective date. <br />14. Consider approval, by motion, of Change in Service #2 to add Greenways Master Plan <br />into HDR Transportation Master Plan scope in the amount of $90,000. <br />Main Motion: A motion was made by Deputy Mayor Pro Tern Prewitt, <br />seconded by Council Member Derrick, to approve this Change in Service #2. <br />Motion to Amend: A motion was made by Deputy Mayor Pro Tem Prewitt, <br />seconded by Council Member Derrick, to amend by adding a member of the <br />Parks Advisory Board to the Transportation Master Plan Committee. The <br />motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Main Motion: to approve the change in service as amended. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2016 -07, approving an amendment to the preferred scenario <br />map of the city's comprehensive plan to change the land use designation for a 50.643 <br />acre, more or less, tract of land out of the William H. Van Horn survey, abstract 464, <br />located West of IH -35 along Posey Road, from an area of stability to employment <br />center; and including procedural provisions. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a brief presentation. <br />Mayor Guerrero opened the Public Hearing at 8:37 p.m. <br />Richard McDonald, 130 Jackson Lane, represented Ash & Associates and <br />spoke in favor of this item. <br />City of San Marcos Page 6 <br />
