Mr. Patterson stated these were paid <br />consultants for the purposes of local Historic Preservation Plans. He stated this was a <br />continuation of the HPC's goals to look beyond the boundaries of the preexisting <br />historical districts. He stated the original goal was to look at the Dunbar area, but <br />because of the Mercado Project the HPC requested the scope be expanded to this <br />area. Mayor Morris asked if RFP's were done for these consulting firms. Mr. <br />Patterson stated they received two RFP's that scored very close to each other. <br />However, based on the time involved and local knowledge the RFP was given to Lila <br />Knight and Dr. Ralph Newlan. Mr. Hernandez stated he would like to table this <br />Ordinance until he had an opportunity to discuss with Ms. Rodriguez and others their <br />feedback on this project. Mr. Guerra seconded the motion. On roll call the following <br />vote was recorded: <br /> AYE: Moore, Mooney, Guerra, Cox, Hernandez <br /> NAY: Hart, Morris <br />ABSTAIN: None. { <br />Mayor Morris stated she would like to bring this back at the next Council meeting on "":'" <br />emergency. <br />Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the <br />caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1994-1995 <br /> FISCAL YEAR TO PROVIDE FUNDING FOR SURFACE WATER SUPPLY <br /> ENVIRONMENTAL AND CULTURAL RESOURCES STUDY; AND DECLARING <br /> AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Cox seconded <br />the motion. Mayor Morris asked Mr. Gilley to elaborate on why this study was being <br />conducted. Mr. Gilley stated this study would provide environmental data on the <br />surface water supply project regarding streamflow standards and environmental cultural <br />data with regard to this historic nature of the site, which is required prior to working in <br />that area. He stated the urgency of this study was to take advantage of low flow <br />conditions that occur during the summer time. George Boeker stated the TNRCC <br />requires this study as part of the permitting process. Dr. Randy Moss addressed the <br />Council about the springflow augmentation. He stated that prior studies had been done <br />by various entities within the state and he wanted to be sure the studies were not being <br />duplicated. Mr. Moore submitted a copy of the U.S. Geological Study on the springflow <br />argumentation to Mr. Gilley. The Council voted unanimously for adoption of the <br />Ordinance on emergency. <br />Mayor Morris introduced for consideration approval of an Ordinance on first reading, <br />the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE ORDINANCE PRESCRIBING QUALIFICATIONS FOR <br /> MEMBERS OF THE CITY PLANNING AND ZONING COMMISSION TO ALLOW <br /> AN ADDITIONAL MEMBER TO OWN REAL PROPERTY OR RESIDE IN THE <br /> CITY'S EXTRATERRITORIAL JURISDICTION; INCLUDING PROCEDURAL <br /> PROVISIONS AND PROVIDING FOR PENAL TIES. <br />Mr. Mooney moved for approval of the Ordinance on first reading and Mr. Moore <br />seconded the motion, which passed unanimously. <br />
