Mr. Moore <br />suggested reducing each bracket brake by $.05, Mr. Hart suggested a 50/50 rate and <br />Mr. Mooney stated concerns with the residential taxpayers. The Council requested Mr. <br />Taylor bring back an ordinance at the next meeting to amend the rate by 50% or reduce <br />fee category by $.05. Mr. Cox moved to approve the sewer surcharge rates begin <br />July 1 1995, and Mr. Moore seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Moore, Mooney, Morris, Cox. <br />NAY: Hart, Guerra, Hernandez <br />ABSTAIN: None. . <br />Mayor Morris introduced the City Manager's report. Mr. Gilley had no report at this <br />meeting. <br />Mayor Morris introduced the City Attorney's report. Mr. Taylor stated the City had <br />closed on the Incubator Project Site. Mr. Taylor also stated he had, a draft ordinance <br />regarding no parking on yards in residential areas. Mayor Morris directed Mr. Taylor to <br />forward the draft to the City Council for review and they would discuss it at the next <br />Council meeting. <br />Mayor Morris introduced the City Council's report. Mr. Cox discussed meeting with <br />Social Services Organizations. He stated they were concerned and dissatisfied on the <br />CDBG presentation and allocation meeting. Mr. Cox suggested the organizations put <br />their thoughts in writing and submit alternative plans to the City Council. Mayor Morris <br />suggested discussing this at the next quarterly workshop. Mr. Cox asked about the <br />Neighborhood Plan to enhance the City/Neighborhood Partnership. Mr. Gilley stated <br />the Plan would be discussed at the July 13, 1995, meeting. Mayor Morris presented <br />Mr. Gilley with an article regarding Wastewater Plants paying for themselves. <br />Mayor Morris introduced an Executive Session pursuant to Government Code, Section <br />551.074 to discuss pending litigation (Sierra Club vs. Babbitt) and matters where the <br />City Attorney's ethical duty to the City clearly conflicts with Government Cod~ Chapter <br />551; Sections 551.072 and 551.073 to discuss the purchase of real property and the <br />value of real property; and Section 551.074 to discuss the duties of public officers <br />(Mayor, City Council, City Manager, City Attorney and City Secretary). Mr. Moore <br />moved the Council adjourn into Executive Session at 10:25 p.m. and Mr. Hart seconded <br />the motion, which passed unanimously. <br />Mr. Guerra moved the Council reconvene from Executive Session at 1 :03 a.m. and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />The Council adjourned at 1 :04 a.m. on motion made~.
