<br />90 <br /> <br /> <br /> <br />Regular Meeting April 10, 1995 Page 3 <br /> <br /> <br />APPLY TO ALL WORK TO BE CONNECTED TO THE CITY'S ELECTRIC <br />SYSTEM; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING A <br />PENALTY. <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ACCEPTING A PURCHASE ORDER FROM THE TEXAS EDUCATIONAL <br />FOUNDATION, INC. FOR THE CITY ENVIRONMENTAL HEALTH DEPARTMENT'S <br />PERFORMANCE OF QUARTERLY ENVIRONMENTAL HEALTH INSPECTIONS AT <br />THE GARY JOB CORPS CENTER; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR JANITORIAL SERVICES TO AMERICAN <br />MAID SERVICE; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br />CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR THE PURCHASE OF ROAD BUILDING <br />MATERIALS TO COLORADO MATERIALS COMPANY; AUTHORIZING THE <br />PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF <br />. <br />THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING FINAL PAYMENT TO HUNTER INDUSTRIES, INC. FOR <br />COMPLETION OF THE LANDFILL GRADING PROJECT; ACCEPTING THE <br />PROJECT FOR USE BY THE CITY; AUTHORIZING FINAL PAYMENT IN THE <br />AMOUNT OF $24,812.42; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING LETTER AGREEMENTS BETWEEN THE CITY AND THE <br />MISSOURI PACIFIC RAILROAD COMPANY FOR THE RENEWAL OF CERTAIN <br />LICENSE AGREEMENTS; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THESE AGREEMENTS ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO <br />THE TEXAS NATURAL RESOURCE CONSERVATION COMMISSION FOR A PERMIT <br />TO DIVERT, STORE AND USE SURFACE WATER; AUTHORIZING ,ACTION IN <br />SUPPORT OF THE APPLICATION; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced a discussion regarding River Road Area <br />Improvements and direction to Staff. Mr. Jenkins reviewed with the <br />Council the project plans for drainage, street paving, utility <br />relocations and sidewalks, etc. The project allows for relocation <br />of some of the C. M. Allen Homes' parking area, and the State has <br />reviewed the plans for four lanes. The Council expressed concern <br />for two of the lanes being turned into one and causing a bottleneck. <br />Mr. Jenkins stated he would again discuss the matter with the State <br />to try to resolve this issue. It was consensus of Council to have <br />four lanes on River Road. Mr. Taylor indicated the right-of-way <br />issue should be resolved by the end of May. Mr. Jenkins stated this <br />... will be a $4.2 million project. <br />¡ <br />I Mayor Morris introduced for discussion the Downtown Sidewalk Project <br />Update and direction to Staff. Mr. Patterson stated this project <br />was funded with CDBG funds last year. Pro-Tech Engineering was <br />selected for the project with the assistance of Bob Belanger, a <br />landscape architect. A detailed survey was prepared in the downtown <br />area over a two-month period and incorporates ADA criteria. Phase I <br />(San Antonio Street) is ready to now move forward. Mr. Belanger <br />reviewed with Council sketches of the plans showing the layout for <br />parking, working around existing utilities, incorporating <br />vegetation, and the sidewalks will utilize concrete and pavers. The <br />plan is to re-establish the original character of the area in 1920. <br />There will be some tree planting on the ends of the street and <br />alleyways. Mr. Patterson has been in communication with a company <br />in chicago regarding the original lighting used. Construction could <br />begin in June, but was suggested we wait until after the Great <br />American Race is held in July. Two hundred fifteen thousand dollars <br />
